El aprovechamiento de la tecnología para potenciar la habitabilidad y resiliencia de las ciudades y la calidad de vida de la ciudadanía necesita de un know-how capaz de aplicar múltiples conceptos tecnológicos para lograr una ciudad conectada .
Nueva York, Singapur, Londres, París o Bogotá, pero también, Málaga, Salamanca o Gijón, todas ellas son ciudades inteligentes, no importa el tamaño, la localización o su renta per cápita. Hoy en día las ciudades de todo el mundo han entrado en la carrera por incluir el calificativo inteligente como marca, son las llamadas ‘Smarts Cities’.
¿Pero qué son exactamente? Son ciudades que han apostado por aplicar inteligentemente las tecnologías de la información y comunicación (TIC), el big data o el internet de las cosas (IoT) para gestionar de forma eficaz y sostenible, los servicios y prestaciones que ofrecen con el objetivo de mejorar la calidad de vida de sus habitantes.
Según la Organización para la Cooperación y el Desarrollo Económicos (OCDE) en 2050 la población mundial ascenderá a 9.000 millones de habitantes, de los cuales el 70% vivirá en centros urbanos. Por ello es necesario que las ciudades evolucionen para un futuro cada vez más urbano, que pueda dar respuesta a los grandes desafíos globales como el aumento de población, la eficiencia energética, la gestión del agua, el impacto de la polución o la escasez de ciertos recursos entre otros.
En España existe la Red Española de Ciudades Inteligentes compuesta por 83 miembros que suponen el 40% del total de la población española. Además, en el ámbito más local el Ministerio de Ciencia e Innovación apoya la Red Innpulso-Red de Ciudades de la Ciencia y la Innovación, al que están adheridos 72 municipios y supone un foro de encuentro de todos aquellos ayuntamientos que quieren avanzar en el camino para ser ciudades inteligentes e innovadoras.
Un ejemplo de ciudad que apuesta por la innovación y cuenta ya con una larga trayectoria en su evolución como Smart City es Gijón. Su evolución le ha llevado a crear diferentes escenarios para su desarrollo como ciudad inteligente con agentes como la Cátedra Milla del Conocimiento: Gijón Smart Cities, de la Universidad de Oviedo, o el espacio, “Conecta Gijón”, englobado en la iniciativa Gijón|DemoLAB desde donde se dan a conocer diferentes aplicaciones prácticas del internet de las cosas que ya cuentan con más de 1000 nodos en el municipio.
Desde la Milla del Conocimiento Margarita Salas de Gijón/Xixón, el espacio donde se ubican empresas y entidades que trabajan para el futuro inteligente de la ciudad y del que Gijón Impulsa es agente tractor, se están llevando a cabo proyectos innovadores impulsados por el Ayuntamiento como el proyecto de alumbrado inteligente para los próximos 15 años, que garantizará un ahorro mínimo de energía del 45’33% y una reducción de emisiones de CO2 de un 30% al año.
Un ejemplo de colaboración público-privada es el proyecto Smarttrack, desarrollado para el seguimiento y la monitorización inteligente de tráfico en tiempo real. Creado por la empresa TSK con colaboración del Ayuntamiento de Gijón, el sistema permite trazar y analizar el comportamiento de los tráficos del entorno urbano y proporciona datos relevantes para la toma de decisiones inmediatas que mejoren la movilidad de la ciudadanía.
También desde el municipio se está ejecutando la iniciativa Gijón-IN – Ciudad Innovadora, Inteligente e Integradora como proyecto seleccionado del programa de ciudades inteligentes de la Agenda Digital para España, en la modalidad de participación individual, y tiene por objeto la utilización intensiva de las Tecnologías de la Información y la Comunicación (TIC).
De esta manera, Gijón se posiciona como ciudad que avanza y se adapta a los nuevos avances tecnológicos para ofrecer a sus habitantes una gestión más eficiente de la ciudad, mayor calidad de vida, un mejor entorno económico capaz de atraer nuevos agentes y empresas innovadoras
Según Luis Díaz, gerente de Gijón Impulsa, “todas las soluciones innovadoras deben partir de plataformas tecnológicas que permitan el intercambio de datos e información de todos los servicios y áreas que conforman una ciudad, llegando a centralizar su gestión según las necesidades cambiantes de la administración pública, del tejido empresarial y de la ciudadanía en general. Los resultados se traducen en una mayor calidad de los servicios públicos, una administración más transparente y eficiente, accesible e inclusiva, así como un mejor desarrollo económico, social y medioambiental”.
Pero no solo se trata de digitalizar o sensorizar una ciudad. El aprovechamiento de la tecnología para mejorar la habitabilidad y resiliencia de las ciudades y la calidad de vida de la ciudadanía necesita de un know-how capaz de aplicar múltiples conceptos tecnológicos para lograr una ciudad conectada.
Desde Gijón Impulsa, se han analizado cuáles son las claves de una Smart City, y ponen de manifiesto que, para lograr la transformación digital de una ciudad, es necesario prever una alta eficacia de las soluciones aplicadas unida a un compromiso con el medio ambiente y unos costes sostenidos.
