enerTIC, la plataforma de innovación y tecnología para la mejora de la eficiencia energética y la sostenibilidad, organizó el pasado 20 de noviembre un desayuno sectorial centrado en las smart cities que tuvo lugar en el marco de la Smart City Expo World Congress (SCEWC) de Fira Barcelona. Al evento acudieron representantes del Ministerio de Economía y Empresa, de los ayuntamientos de Barcelona; L’Hospitalet de Llobregat; Málaga; Salou; Sant Cugat; Terrassa y Sant Feliu de Llobregat y de las empresas Elecnor, Ferrovial Servicios, Geotab, GMV e Inteligencia Turística, que patrocinaron el acto, así como Telefónica.
Los ayuntamientos, detallaron fuentes de enerTIC en una nota de prensa, se mostraron muy esperanzados con los beneficios derivados de la transformación de edificios en inteligentes y de la puesta en marcha de múltiples proyectos transversales, que darán lugar al desarrollo gradual de las ciudades inteligentes. No obstante, consideran que es preciso reducir la complejidad de algunas iniciativas planteadas y contar con una legislación más acorde con las necesidades. Lo ideal sería ir paso a paso para evaluar los resultados y para que los ciudadanos tomen conciencia de la mejora medioambiental, de la mayor eficiencia energética y de la racionalidad económica que se logra con la aplicación de los diversos proyectos y gracias al soporte de la tecnología.
La norma específica Nodo IoT que se está elaborando permitirá hacer los edificios más inteligentes y con visión de futuro, ya que esta normativa complementará la ya existente de Instalaciones Comunes de Telecomunicaciones (ICT) e interconectará las futuras instalaciones de sensores en los edificios con las que se lleven a cabo en otros puntos de la ciudad. En España el 20% del consumo energético final se realiza en edificios residenciales y se cuenta con más de 300.000 edificios ajustados a la norma ICT, con lo que se pueden lograr mejoras de todo tipo.
El riesgo de perder oportunidades de mejora
En el desayuno se puso de manifiesto la necesidad de contar con instalaciones básicas robustas, que permitan superponer distintas instalaciones alternativas más innovadoras con plenas garantías de funcionamiento y seguridad jurídica. Se mencionó, al respecto, que en la infraestructura de alumbrado público es importante tener unas instalaciones de cableado y unos cuadros de mando en buenas condiciones, para que cuando se cambien o amplíen las luminarias no haya problemas de funcionamiento y su control sea más efectivo. De lo contrario, se perderán muchas oportunidades de mejora.
El marco regulatorio existente y su poca adecuación con los proyectos innovadores es un lastre en el que incidieron muchos de los asistentes al desayuno, debido a que “la tecnología va muy delante de la normativa”. Por ejemplo, se quieren colgar múltiples sensores en las farolas, pero resulta que el reglamento prohíbe que pasen datos por el cableado eléctrico de las farolas. Al compartir una instalación existente se deben delimitar claramente las responsabilidades y el mantenimiento de los dispositivos añadidos y que no interfieran con la función principal.
Respecto a la mejora de la calidad ambiental de las ciudades, se incidió en que algunas grandes infraestructuras, como pueden ser los puertos, aeropuertos o cementeras, contaminan mucho más que la iluminación y climatización de todos los edificios juntos. Es preciso, por tanto, actuar con decisión en estos focos de contaminación porque los beneficios serán muy elevados. La aplicación de la tecnología en un sector clave como es el turismo resultará muy beneficiosa para las localidades que impulsen proyectos innovadores que atraigan un turismo de más calidad y más satisfecho y, a la vez, promuevan el bienestar de sus ciudadanos.
Planificar la recogida y el uso de los datos
El valor del dato y su tratamiento confidencial es otro aspecto crucial que planeó a lo largo de todo el desayuno. Se estuvo de acuerdo en que una ‘ensaladilla’ de datos no sirve de nada; los datos se deben recoger de una forma planificada y tratarlos de manera coherente para que sean realmente efectivos y proporcionen valor. Las barreras legales con que topan algunos proyectos fue otro tema recurrente. Se pidió que los juristas y los técnicos vayan a la par y se eliminen incertidumbres con una interpretación de la normativa más flexible, que respete los derechos de todos y tenga en cuenta las necesidades futuras.
Respecto a la utilización de tecnologías muy nuevas, se recomendó que no se quiera ir más deprisa de lo necesario y se aprovechen las tecnologías actuales que estén bien probadas y que cuentan con dispositivos y software a precio atractivo. La tecnología 5G, se comentó, no estará madura hasta mediados de la próxima década y la actual permite innumerables posibilidades. Lo que es fundamental es que los proyectos motiven y enganchen a los ciudadanos, que al final serán los principales beneficiarios.
enerTIC aprovechó su presencia en el Smart City Expo World Congress para presentar en primicia la VII Guía de Referencia Smart Energy. Se trata de un compendio de buenas prácticas, soluciones, 100 proveedores fundamentales y tendencias para el año 2019. Aparte de la relación de proveedores principales para conseguir una mejora de la eficiencia energética, la guía contiene una serie de reflexiones, análisis y opiniones del grupo de expertos de EnerTIC sobre cómo evolucionará la industria en 2019.
