El Consejo Europeo ha adoptado unas Conclusiones sobre el futuro de la ciberseguridad con el fin de proporcionar orientaciones y establecer los principios para la construcción de una Unión más cibersegura y resiliente.
Las Conclusiones del Consejo recuerdan la importancia de centrarse en la implementación, de reforzar la coordinación y la colaboración y de evitar la fragmentación de las normas en materia de ciberseguridad en la legislación sectorial. También piden que se aclaren en mayor medida las funciones y responsabilidades en el ámbito cibernético, que se refuerce la cooperación en la lucha contra la ciberdelincuencia y que se trabaje en un plan director revisado del marco de gestión de crisis cibernéticas. También destacan el apoyo a las microempresas y las pequeñas y medianas empresas y la necesidad de responder a los desafíos que plantean las nuevas tecnologías.
Para colmar el déficit de capacidades, se anima a adoptar un enfoque multilateral que incluya la cooperación con el sector privado y el mundo académico. Subrayando la importancia de atraer capital privado, las Conclusiones del Consejo hacen hincapié en la necesidad de una financiación adecuada. También se pone de relieve la dimensión exterior, recordando que se necesitaría una política internacional activa para reforzar la cooperación con terceros países, en particular en el contexto transatlántico, como una contribución a un ecosistema internacional más sólido. A la luz de la evolución del creciente nivel de amenaza, el Consejo invita finalmente a la Comisión Europea y al Alto Representante a que presenten una estrategia de ciberseguridad revisada.

Todo el mundo merece poder navegar por internet con la tranquilidad de saber que es seguro. Todos merecemos sentirnos seguros, tanto en línea como fuera de línea. Debemos construir un mundo digital sólido y resiliente mediante medidas proactivas y la cooperación internacional», ha declarado Petra de Sutter, ministra de Función Pública, Empresas Públicas, Telecomunicaciones y Correos de Bélgica.
«Hoy sentamos las bases para los próximos pasos en la construcción de una Unión más cibersegura y resiliente. Nuestras principales prioridades para el futuro deben ser la atención a la implementación, la adopción de normas armonizadas, la certificación, la seguridad de la cadena de suministro, la cooperación con el sector privado, el apoyo a las pymes y una financiación adecuada», añade Mathieu Michel, secretario de Estado de Digitalización, encargado de Simplificación Administrativa, Protección de la Vida Privada y del Instituto de la Propiedad Inmobiliaria Pública de Bélgica.
