Los datos del la décima edición del ‘Índice SEIS’ indican el inicio de un nueva época para la transformación digital del sector salud en España, un escenario en el que todavía no se reflejan las expectativas generadas por los nuevos fondos y por la Estrategia de Salud Digital del Sistema Nacional de Salud.
La Sociedad Española de Informática de la Salud lleva realizando el Índice SEIS en colaboración con los servicios de salud, el Ministerio de Sanidad y Red.es desde el año 2012. En él se recoge con datos reales la situación de la implantación de las TIC en el Sistema Nacional de Salud. Hay que destacar y agradecer el trabajo que realizan todos los responsables de sistemas de los Servicios de Salud de las CCAA, el Ministerio de Sanidad y Red.es, ya que son ellos, los que hacen posible materializar la elaboración de este informe anual. Y agradecemos a ComputerWorld su colaboración en la difusión de este documento que cada año vamos obteniendo y que muestra al sector los medios que se ponen a disposición de las organizaciones para su estrategia digital y los avances en servicios que se van produciendo.
En 2021, observamos un crecimiento global de la inversión en TIC en el Sistema Nacional de Salud del 16,62% respecto al año anterior, con un total de 938 millones de euros. Se ha incrementado en 134 millones de euros, mientras el gasto sanitario ha incrementado su presupuesto un 4,72%, por lo que ya se va consolidando un crecimiento superior en proyectos tecnológicos.
El incremento correspondiente a las comunidades autónomas (CCAA) ha sido del 14,75% y el del Ministerio de Sanidad del 85,02%. De estos datos se deduce la voluntad clara de avanzar en la transformación digital. No obstante, el porcentaje de gasto TIC sobre el gasto global sanitario se sitúa en el 1,36%, lejos todavía de cualquier comparativa con otros sectores o países de nuestro entorno.
Estos datos globales indican el inicio de un nueva época para la transformación digital del sector salud, en el que todavía no se reflejan las expectativas generadas por los nuevos fondos y por la Estrategia de Salud Digital del Sistema Nacional de Salud, que configura una nueva ventana de oportunidad histórica para el desarrollo de la salud digital en España.
Este crecimiento actual y previsible requiere una gran exigencia para las organizaciones sanitarias, los profesionales y para la industria, por la dimensión, el alcance y la velocidad de respuesta que se precisa.
Uno de los frenos que nos vamos a encontrar para la implantación de nuevos proyectos es la falta de recursos humanos especializados en TIC salud, tanto en la organizaciones sanitarias como en la industria. La obtención de recursos humanos no es un tema que se pueda resolver a corto plazo; requiere una formación importante, que se debería empezar de forma urgente. La limitación de recursos humanos va a ser un verdadero problema con el crecimiento en proyectos de inversión en TIC en prácticamente todos los sectores de la economía
El cambio tecnológico crea, además, la necesidad de exigir nuevas tareas y responsabilidades a los profesionales del Sistema Nacional de Salud, por lo que es necesario actualizar las habilidades digitales de los profesionales sanitarios y la creación de nuevos perfiles y tipos de profesionales, otro reto necesario abordar con urgencia.
Podemos comprobar de manera positiva que se ha producido un incremento en el número de puestos de trabajo digitales y que en lo que respecta a la seguridad de los sistemas de información se ha producido un crecimiento del 26,41%, un incremento significativo pero todavía insuficiente, situado todavía en el 2,28% del gasto TIC.
También es relevante destacar que se expanden por todo el SNS las soluciones de telemedicina, destacando teledermatología (presente en 16 CCAA), teleictus (en 14) y teleoftalmología (en 12).
En cuanto a las prioridades a la hora de abordar nuevos proyectos, destaca por encima de todo el análisis de datos y la generación de conocimiento. Tenemos mucha información de salud repartida por nuestro sistema sanitario, disponemos de un Sistema Nacional de Salud coordinado a través del Consejo Interterritorial y las distintas comisiones creadas y la tecnología disponible hace posible la disponibilidad de la información, su accesibilidad, seguridad y análisis. Pero hay que sustentar este proceso en reformas normativas, en controlar la calidad de la información y en su interoperabilidad en todos sus niveles.
Este es uno de los retos más importantes que tiene nuestro sistema de salud y que hoy, gracias a la tecnología y a la voluntad política, se puede iniciar una nueva época en la que España se posicione como fuente del conocimiento científico al aunar toda la información existente y poner este conocimiento a disposición de todos los profesionales del sistema sanitario, con el objetivo de incrementar la equidad, la seguridad y la calidad de la atención sanitaria.
Estamos en un momento muy positivo y con grandes expectativas para la transformación digital del sector sanitario en el que están siendo decisivos los trabajos que se realizan desde la Secretaría General de Salud Digital, Información e Innovación del SNS, como nueva estructura del Ministerio de Sanidad para impulsar la digitalización sanitaria y que cuenta con la colaboración de las CCAA.
