Falta de talento, sostenibilidad de los sistemas a largo plazo, ciberseguridad o el cambio cultural son varios de los desafíos que expusieron representantes de las Comunidades Autónomas en una mesa redonda organizada por la SEIS y ComputerWorld
El presupuesto global en TIC sanitario de las comunidades autónomas fue en 2022 de 957.809 euros, lo que supone un crecimiento del 6,35% respecto al 2021. Sin embargo, su porcentaje respecto a las partidas globales del Sistema Nacional de Salud disminuyen un 0,54% con respecto al ejercicio anterior, representando un 1,35% del total. Para Luciano Sáez, presidente de la Sociedad Española de Informática de la Salud (SEIS), estas cifras no incluyen los fondos europeos, que han sido transferidos, pero no ejecutados, según sus palabras. Por lo tanto, los informes de 2023 sí verán reflejados ese impulso que procede de Europa. Así lo dijo durante la mesa redonda que la propia SEIS y ComputerWorld organizaron en Madrid, en el marco del evento Inforsalud 2023, que, con la colaboración de Dedalus y Pure Storage, contó con la presencia de los principales líderes de digitalización de la industria de las diferentes Comunidades Autónomas y del Ministerio de Sanidad.
Durante el debate, moderado por Esther Macías, directora editorial de las publicaciones de Foundry –ComputerWorld, CIO, CSO y DealerWorld–, se pusieron en órbita los principales retos de la sanidad pública en materia de digitalización, como son la sostenibilidad a medio y largo plazo de los sistemas de TI, el aterrizaje de dichas inversiones europeas, la ciberseguridad, el cambio cultural o la escasez de talento técnico. Carlos García Codina, coordinador del Índice SEIS, hizo un repaso a la historia de un indicador que nació en 2012 y que ha dado cuenta de cómo se han superado numerosos proyectos como la consolidación de la receta electrónica o de la historia clínica digital. Y apeló a nuevos desafíos que, por supuesto, “irá contemplando la SEIS”, y que se realizan con unos recursos económicos que, a pesar de las leves subidas interanuales, se mantienen en la misma proporción porcentual que hace una década”.
La pandemia de la COVID-19 supuso un impulso para la transformación digital del sector de la salud. Pero, dos años después, los distintos ponentes reclamaban su importancia como agentes protagonistas del cambio. “Ya no somos los chicos de informática, de los aparatos, sino los valedores de una sanidad digital consolidada”, se escuchó en varias ocasiones. De hecho, y como muestra de esta realidad, subrayaba Carlos Gallego, responsable de sistemas, imagen médica digital, anatomía patológica y oncología de precisión de Cat Salut, que el gran reto actual pasa por la ciberseguridad. “Si sufrimos un ciberataque con consecuencias salimos en todos los medios de comunicación, lo que demuestra que hemos hecho bien la digitalización, pero ahora hay que abrocharla”.
Por otra parte, y tras la ejecución de los presupuestos procedentes de Bruselas, muchos participantes se preguntaban si, tras este impulso monetario, en los próximos ejercicios se pondrá en juego la sostenibilidad de los sistemas y programas implantados. Sobre este problema hablaba Noemí Cívicos, directora general de salud digital y sistemas de información del Ministerio de Sanidad: “Tenemos la necesidad de pensar en cómo vamos a sostener en el tiempo los sistemas que estamos implementando”, aseveraba. “Hay que ser capaces de reflejar esa necesidad en los presupuestos futuros”.
Por último, y ante tanto proyecto, y tal y como sucede en prácticamente todas las industrias, los participantes adolecieron de falta de talento técnico. “No podemos crearlo”, aseguraba David Luquin, director general para el avance digital del Gobierno de La Rioja. “Lo tenemos que transformar. Pero, sin duda, aquí está nuestro gran problema”, concluía.
