La gestión de la pandemia ha supuesto todo un desafío para el Sistema Nacional de Salud y para los correspondientes departamentos de las comunidades autónomas. Pero no solo para los profesionales sanitarios, sino también para las áreas TIC, que han tenido que afrontar con urgencia el despliegue de infraestructuras y herramientas para afrontar la crisis sanitaria.
La situación de las áreas de tecnología de los servicios de salud de las comunidades autónomas y el impulso de la transformación digital como consecuencia de la pandemia fueron los hilos conductores del debate ‘La transformación digital de la Sanidad. Datos globales del gasto TIC en Sanidad y su evolución’, organizado ayer por ComputerWorld y la Sociedad Española de Informática de la Salud (SEIS). El encuentro sirvió como preámbulo a la presentación de la edición del ‘VIII Estudio del Gasto de Tecnologías de la Información en España en el ámbito de la Sanidad’, elaborado a partir de los datos obtenidos por el Índice SEIS 2020.
“El pasado ejercicio fue un año diferente. Hubo un incremento importante de la inversión TIC por la puesta en marcha urgente de sistemas de la información e infraestructuras para la telemedicina y el teletrabajo”, declaraba Luciano Sáez, presidente de SEIS. No en vano, la inversión TIC global que destinaron en España las comunidades autónomas, el Ministerio de Sanidad y Red.es creció por encima del 12% en 2020, según los datos en su investigación.
Así pues, pese a que el incremento fue notable, los responsables de departamentos de Tecnologías de la Información de los servicios de salud de las comunidades autónomas que participaron en el debate (Andalucía, Cantabria, Castilla-La Mancha, Castilla y León y Murcia) indicaron que se trata de una situación puntual y remarcaron que ahora es preciso afianzar y consolidar estas inversiones.
Ángeles Cisneros, directora general de Infraestructuras y TI del Servicio de Salud de la Junta de Castilla y León, destacó la capacidad de respuesta que ha mostrado el Sistema Nacional de Salud (SNS). “Hemos reaccionado de forma muy rápida ante una situación muy complicada. Ahora toca afianzar lo que tenemos y apostar por el valor que aportan las tecnologías, de forma que ese valor se vea reflejado en los presupuestos de las comunidades autónomas”.
Asimismo, José María Moyano, director de Sanidad de Fujitsu, reconoció el esfuerzo desplegado por los servicios de salud de las comunidades autónomas y, en particular, por sus áreas de Informática, desplegando las soluciones necesarias para atender a los pacientes por teléfono e internet, poner en marcha servicios de teleconsulta y videoconsulta, equipar los hoteles medicalizados y hospitales de campaña, llevar a cabo los procesos de cribado o de vacunación, etc.
Cisneros anotó que la labor realizada por las áreas TIC de los servicios de salud ha sido reconocida. “Nuestro trabajo se ha visto valorado y se ha considerado esencial. Estábamos en la sombra y ha sido un escaparate. Ha tenido que ocurrir esto para que se vea nuestro valor en el SNS”.
Sin embargo, los responsables de las comunidades autónomas denunciaron la difícil situación de sus departamentos, debido a la baja ratio de profesionales informáticos respecto al número total de empleados de los servicios de salud, que se sitúa por debajo del 1%.
Al hilo de ello, hay que señalar que el personal dedicado a TIC en el SNS creció un 5% en 2020, un incremento que el presidente de SEIS valoró como “escaso”, teniendo en cuenta las necesidades de digitalización de los departamentos de salud.
Además, puso el acento en la falta de definición de categorías profesionales y carreras laborales relacionas con la informática y la situación de eventualidad o interinidad por la ausencia de convocatoria de oposiciones que consoliden estos puestos.
Ignacio Redero, regional solution strategy lead de Dedalus Iberia, incidió en la urgencia de mejorar la gestión del dato. “La COVID-19 ha puesto de manifiesto los problemas del sistema para responder con un dato de calidad e integrado. El gobierno del dato y la extracción de información de estos datos será fundamental”, explicó. Además, puso el acento en la necesidad de incorporar nuevos perfiles profesionales, como data scientists, analistas de datos, etc., “para poder analizar la información para optimizar tratamientos, crear modelos predictivos”.
Moyano también se refirió a los avances que están por venir en cuanto a la medicina personalizada, aprovechando el potencial de la genómica. “Va a permitir atender a los pacientes de una forma más específica y llegar a tratamientos más personalizados”, puntualizó. Asimismo, indicó que hay que apostar por soluciones de acompañamiento al paciente a través de apps y redes sociales, dando respuesta a consultas, ofreciendo recordatorios de sus citas y de su medicación, etc.
Por su parte, María José Gras, head os Enterprise para Iberia de Logitech, se detuvo en la posibilidad de hacer llegar la medicina a los lugares más remotos, gracias a herramientas como la videoconferencia.
