El gasto en la nube pública en Europa está por detrás del gasto efectuado en EEUU. Las principales razones para la menor penetración de tecnologías cloud en Europa en comparación con EEUU son la regulación, la proclividad de los clientes, los diferentes niveles de inversión por país y la tipología de las industrias más desarrolladas en el continente.
Pero al analizar las causas de este fenómeno se suelen pasar por alto un par de puntos críticos: En primer lugar, en Europa existen grandes diferencias entre países en cuanto a su adopción de tecnologías de cloud en relación a EEUU. Tal y como comenta José Casas, socio de Bain & Company, “las empresas de Alemania y Reino Unido están más cerca de las americanas en su porcentaje del gasto total en Tecnologías de la Información destinado a proveedores de nube pública. Francia y otros países de nuestro entorno van algo más retrasados en la adopción de estas tecnologías. Sin embargo, en el caso de España la diferencia es significativa superando los 10 puntos porcentuales, no viendo que se vaya a reducir en el corto plazo”.

En segundo lugar, hay que revisar los factores de oferta en Europa. La mayoría de las hipótesis que justifican por qué las empresas europeas gastan proporcionalmente menos en la nube se centra solo en el lado de la demanda. El consenso general sostiene que los europeos están más preocupados por la privacidad y la seguridad (o el dominio de los proveedores de EEUU) y que esto ralentiza el despliegue de la nube en la región. Pero la oferta también es un factor importante en el crecimiento de los despliegues de cargas de trabajo en la nube. El crecimiento de los proveedores de la nube en un mercado concreto tiende a aumentar después de la construcción de centros de datos dentro en los respectivos países, lo que sugiere que después de todo, el sentimiento de las compañías sobre la implementación de la nube podría no ser tan diferente al de las firmas de EEUU Según se vayan desplegando nuevas zonas de operación.
Según comenta Alberto Hijosa, Principal de la consultora Bain & Company en Madrid, “Aún quedan importantes oportunidades para los principales proveedores de servicios en la nube en Europa. Por ejemplo, Amazon Web Services (AWS) está a punto de abrir una nueva zona de operación en Italia (Milán) en este 2020 y recientemente ha anunciado planes para hacer lo mismo en España hacia el 2022 (en donde repartirá sus centros de datos entre Huesca y dos localizaciones en las inmediaciones de Zaragoza). Estas nuevas zonas de AWS reforzarán la oferta ya disponible en las regiones de Frankfurt, Dublin, Londres, Paris y Estocolmo y seguirán alimentando el crecimiento de la nube pública en Europa, que estimamos en un 20% anual hasta 2023”.
Combinación de industrias: la economía de Europa está más concentrada en industrias que tienen tasas más bajas de adopción de la nube. Por ejemplo, la economía de Alemania está fuertemente ponderada hacia las empresas industriales y manufactureras, y el mercado español comprende muchas pequeñas y medianas empresas que tienen menos tendencia a requerir de tecnologías de nube pública. Por el contrario, EEUU tiene una gran influencia en la tecnología y los servicios profesionales, industrias que han sido más rápidas en adoptar la nube
Preocupaciones de seguridad y privacidad: las diferencias regionales con respecto a la seguridad y privacidad de los datos aún juegan un papel importante. Las regulaciones estrictas, como el Reglamento General de Protección de Datos (GDPR) en Europa y las regulaciones específicas del sector en EEUU, inspiran confianza en la nube. Pero muchas empresas europeas aún son reacias a adoptar la tecnología en la nube debido a las preocupaciones sobre la seguridad de los datos, particularmente cuando los centros de datos pueden estar ubicados más allá de las fronteras nacionales. Sin embargo, a medida que crece la confianza en la seguridad de la nube, estas actitudes podrían cambiar, particularmente en Alemania.
Origen de las compañías de cloud: puede que las empresas de EE. UU. se sientan más cómodas con la nube porque los principales proveedores de este servicio en la nube – Amazon Web Services (AWS), Microsoft Azure y Google Cloud – y la mayoría de sus centros de datos se encuentran allí. Recientemente, Alemania, Francia y Reino Unido han visto un aumento de las inversiones en centros de datos, aunque la incertidumbre en torno al Brexit podría frenar el crecimiento de la nube para las empresas del Reino Unido.
En Alemania, la mayoría de las empresas encuestadas que no usaban la nube pública o software como servicio dijeron que tenían la intención de comenzar a hacerlo dentro de dos años.
Como se señaló anteriormente, las tasas de adopción difieren de un país a otro, y algunos países adoptan con entusiasmo la economía de la nube, mientras que otros hacen movimientos más cautos:
Alemania es el segundo centro de centros de datos más grande de Europa, y fue el primer país europeo en el que se instalaron los mayores proveedores de servicios en la nube. AWS abrió un centro de datos en Frankfurt en 2014, seguido de IBM en 2015, Microsoft Azure en 2016 y Google en 2017.
Reino Unido es el hub de centros de datos más grande de Europa, y el sentimiento público hacia la nube sigue siendo positivo, con más del 90% de las empresas británicas utilizando en mayor o menor medida la tecnología de la nube. AWS y Microsoft Azure abrieron sus primeros centros de datos del Reino Unido en 2016, seguidos por IBM en 2017.
Francia sigue al Reino Unido en términos de porcentaje del PIB gastado en tecnologías digitales y de cloud, pero está en línea con el porcentaje que gasta Alemania. Francia es el tercer centro de datos más grande de Europa. IBM abrió su primer sitio SoftLayer en París en 2015, AWS siguió en 2017 y Microsoft Azure abrió cuatro centros de datos en Francia en 2018.
