Unas jornadas organizadas por la SEIS se han convertido en punto de encuentro entre los principales actores que intervienen en la gestión, tratamiento y protección de datos en materia de Salud. Todos coinciden en que la pandemia ha creado un nuevo paradigma.
El XIX Foro de Seguridad y Protección de Datos en Salud organizado por la Sociedad Española de Informática de la Salud (SEIS) ha reunido a profesionales del sector sanitario y del sector TIC, además de autoridades en materia de protección de datos y seguridad y proveedores tecnológicos para debatir sobre los retos y oportunidades del uso de la tecnología en la atención sanitaria respetando los derechos de los ciudadanos.
El encuentro, que ha tenido una duración de dos días y que se celebra anualmente, ha contado con numerosas mesas redondas que han debatido sobre la protección de datos en el ámbito sanitario y la importancia de una estrategia de ciberseguridad robusta para protegerlos (tanto en end points como en las soluciones de asistencia virtual y gestión de datos). Así, destacadas autoridades autonómicas en materia de protección de datos y los principales proveedores de tecnologías han puesto en común retos y soluciones aplicables al contexto actual.
Como no podía ser de otra manera, la crisis sanitaria originada por la covid-19 ha impactado significativamente en el tratamiento de datos sensibles de ciudadanos y acrecentado los retos relativos a su protección; por la necesidad de compartirlos entre diversas instituciones, de analizarlos para tomar decisiones críticas para la atención de pacientes y por la obligación de prestar servicio a un paciente cada vez más digital y móvil.
Así, las autoridades de protección de datos de Andalucía, Cataluña y País Vasco invitadas a las jornadas han coincidido en el punto de inflexión que ha supuesto la pandemia y también en la ponderación e importancia de su labor que ha traído consigo. Una de las cuestiones más importantes durante este período ha sido sin duda la del intercambio de información sensible, han coincidido María Àngels Barbará i Fondevila, autoridad catalana de Protección de Datos; Margarita Uría Etxebarría, directora de la Agencia Vasca de Protección de Datos; Jesús Jiménez López, director del Consejo de Transparencia y Protección de Datos de Andalucía y Jesús Rubí Navarrete, adjunto a la dirección de la AEPD. Además de la demanda de intercambio de información en condiciones de seguridad jurídica, también ha ocurrido “una interrelación de los datos de salud, historia clínica y de asistencia social”, ha notado Jiménez. En cualquier caso, la pandemia ha dejado en evidencia la necesidad de “disponer instrumentos que permitan el intercambio de información de personas, servicios de Salud, autoridades y centros de investigación”, ha recalcado la autoridad catalana. Ya se estaba trabajando en ello, pero ha adquirido “especial relevancia desde la covid-19”.
La misma necesidad de comunicación, interrelación y acción conjunta requiere el lado defensivo del tratamiento de datos. Tal y como ha explicado Carlos Córdoba, jefe del área de Centros de Operaciones de Ciberseguridad del Centro Criptológico Nacional, “la ciberdefensa tiene que ser una acción conjunta entre empresas y personas contratadas para ese fin”. Un SoC, ha dicho, se compone de tecnología procesos y personas. El experto ha hecho hincapié en la necesidad de incorporar talento para liderar este tipo de acciones. Hay que tener gente que mantenga lo que se implanta y dividir los gastos entre lo que se compra y el personal que lo mantiene, ha advertido. “En los fondos de recuperación, por ejemplo no están incluidos y deberíamos de tenerlos muy en cuenta”, ha recomendado.
