Las ayudas públicas subvencionarán la llamada “mochila digital”
La salida en Europa a la crisis económica que ha dejado la Covid-19 se va a canalizar a través de ingentes inversiones por parte de los estados. Son los fondos NextGenerationEU, que movilizarán en los próximos años más de 700.000 millones de euros. El objetivo no es ayudar a sectores en declive, sino propiciar una verdadera modernización de la economía continental basada en dos ejes: sostenibilidad y digitalización. Y las pymes estarán en el centro de atención.
En España, la inversión se ha plasmado en el Plan de Recuperación, Transformación y Resiliencia, con el que el Gobierno pretende obtener para el país y sus empresas 70.000 millones de euros de transferencias directas y a fondo perdido durante el periodo 2021-23. Adicionalmente, todavía España y su economía tendría la oportunidad adicional de activar otros 70.000 millones que llegarían en forma de préstamos.
Como decíamos, los dos objetivos prioritarios a los que irán a parar estos fondos públicos serán la transición ecológica (40% del total) y la digitalización (29%). De esta manera, la UE y el Gobierno intentarán, por un lado, acelerar la descarbonización de la economía, para depender cada vez menos de los combustibles fósiles que están detrás del efecto invernadero.
Y, por otro, impulsar la digitalización, que será clave para cualquier sector productivo en el futuro y que ha permitido a compañías e instituciones seguir operando en los peores momentos de la pandemia. Además, el Plan español también destinará fondos a proyectos que favorezcan la cohesión social y territorial, y la igualdad de género.
Ya por debajo de estos grandes objetivos, el Plan de Recuperación, Transformación y Resiliencia se han marcado 10 “políticas palanca” que deberán tener en cuenta aquellos proyectos que opten a recibir inversiones públicas. Entre ellas está el desarrollo de la administración, la modernización del sistema fiscal, el impulso a la Formación Profesional y de las competencias digitales de la población o la modernización y digitalización de las empresas.
Y completando el escenario, se han diseñado hasta 20 programas tractores o transversales que podrán afectar a varias industrias y sectores productivos. El más importante es el de movilidad sostenible, que podría llegar a acaparar más de 13.000 millones de euros. Seguido por el de rehabilitación de vivienda y regeneración urbana, dotado con 6.800 millones.
La pequeña y mediana empresa en España es un actor fundamental, y su peso en la economía es más relevante si cabe que el que tiene en otros países europeos. De hecho, más del 99% del tejido empresarial español (si se atiende al número de empresas) se puede considerar pyme (compañías de menos de 250 empleados).
La pyme también representa dos tercios del PIB total del país y un 75% del empleo. Por eso, el cuarto programa tractor por volumen de fondos movilizados es el de digitalización de pymes, dotado con más de 4.000 millones de euros. Además, entre las 10 políticas palanca diseñadas para transformar la economía están la modernización del tejido industrial y la pequeña empresa, la recuperación del turismo, que es un sector muy pyme, y el impulso a los emprendedores. Es decir, en el foco de las ayudas públicas, las pequeñas compañías están casi siempre las pequeñas compañías.
El Gobierno español se ha marcado como objetivo que a que al menos un millón de pequeñas y medianas empresas, que serían aproximadamente un tercio del total, reciban ayudas para la digitalización de sus negocios durante los próximos tres años. Para ello recibirán lo que se conoce como “mochila digital”, consistente en paquetes de soluciones informáticas para ganar presencia en internet, abrir tiendas online o hacer marketing digital, entre otras cosas.
Este esfuerzo de digitalización se concentra sobre todo en el Programa Digital Toolkit, que cuenta con 3.000 millones de euros para las subvenciones de estos paquetes, y que también promueve la implantación de logística y almacenes digitales para las pequeñas empresas, así como la capacitación de directivos y empleados, la contratación de expertos en transformación digital y la subvención de bonos de conectividad y ciberseguridad.
Para facilitar la ejecución de estos programas, el Gobierno reformará el programa y el portal AceleraPyme, convirtiéndolo en el hub de referencia nacional para ofrecer servicios de apoyo a la digitalización de pymes y autónomos, permitiéndoles acceder a paquetes de herramientas y servicios básicos orientados a la sensibilización, el asesoramiento y el soporte a lo largo de todo el proceso de digitalización, en función de sus necesidades.
Las empresas podrán acceder a AceleraPyme tanto desde una plataforma digital, como a través de una red de más de 100 oficinas distribuidas por toda la geografía española, en colaboración con las Cámaras de Comercio. Asimismo, para tener conocimiento de estas ayudas, los pequeños empresarios van a contar con equipos expertos en los bancos. E incluso podrán recurrir a sus asesorías y gestorías de toda la vida. La España del futuro está en marcha, y las pequeñas empresas seguirán siendo protagonistas.
