Con motivo del Día Internacional de la Mujer, Byte TI ha entrevistado a la Secretaria de Estado de Digitalización e Inteligencia Artificial, Carme Artigas. Analizamos con ella, cuál es la situación de la mujer en el sector TIC y qué se está haciendo desde su Secretaría (SEDIA) para impulsar la educación en tecnología y con ello, fomentar el acceso de las niñas al estudio de carreras STEM. Asimismo Artigas cuenta cuál es la situación de la empresa española en su proceso de digitalización.
¿Cómo calificaría la situación de la mujer en el sector TIC en España?
La situación de la mujer en el sector TIC en España ha venido mejorando a lo largo de estos últimos años. Pero la realidad es que sigue persistiendo una importante brecha de género con menos mujeres en carreras y profesiones STEM, menos especialistas mujeres en ámbitos clave como la inteligencia artificial o la ciberseguridad, o menos mujeres emprendedoras en proyectos digitales y tecnológicos.
Es muy positivo que grandes mujeres españolas estén ocupando puestos de liderazgo en empresas tecnológicas. Porque, por un lado, visibilizan y se convierten en referentes para las nuevas generaciones y por otro, se sitúan en una posición central para la toma de decisiones y su papel es fundamental en el diseño de este nuevo futuro digital. No obstante, en España y en el sector persiste una brecha de género que debemos cerrar, sin dar un paso atrás, y seguir avanzando en el camino hacia la igualdad real.
Hay un déficit de presencia femenina en carreras y profesiones tecnológicas a todos los niveles. Romper con esta brecha por tanto pasa, en primer lugar, por fomentar las vocaciones STEM desde edades tempranas, por generar confianza y mostrar referentes femeninos, acabando con sesgos inconscientes. Además, es fundamental que las propias organizaciones impulsen un cambio cultural igualitario, acabando con situaciones como el techo de cristal.
La pandemia ha supuesto un salto exponencial en la digitalización, demostrando además que esta nueva realidad digital ha venido para quedarse. Especialmente porque hemos visto las oportunidades que la transformación digital trae consigo, por ejemplo, el teletrabajo.
Lo importante es asegurarnos de que estas oportunidades las empleemos para mejorar la vida de toda la ciudadanía y ello pasa por garantizar una conciliación igualitaria. Por poner lo digital al servicio del bienestar social. Así, por ejemplo, el teletrabajo es un gran ejemplo de mejora en la conciliación entre la vida familiar y laboral, con una mayor flexibilidad e incluso una mejora de la productividad y en la gestión del tiempo, pero solo si esta nueva realidad no se convierte en un elemento de desigualdad para la mujer en términos de conciliación.
Además, quisiera destacar la Carta de Derechos Digitales que estamos impulsando desde el Gobierno, donde se contemplan derechos en el ámbito laboral como la desconexión digital o la protección de la intimidad del trabajador en el uso de dispositivos digitales puestos a su disposición por su empleador.
Existe un problema de sesgos inconscientes y de falta de visibilidad de referentes femeninos. Muchas niñas deciden desde edades tempranas renunciar a una carrera tecnológica porque creen estar menos capacitadas para estos ámbitos, y esto es únicamente una cuestión social y de sesgos de género desigualitarios.
Para acabar con ello, desde la SEDIA estamos trabajando desde el Plan Nacional de Competencias Digitales y también con la Estrategia Nacional de Inteligencia Artificial en programas de fomento de vocaciones científico-tecnológicas y de capacitación digital para mujeres y niñas. Un ejemplo concreto es la incorporación al currículo escolar desde Primaria de un programa de orientación, con mentorías para el desarrollo de modelos femeninos en el ámbito digital.
Sí, debemos hacer una mayor pedagogía del carácter social de la tecnología. Por ello los distintos planes de digitalización que hemos lanzado y las medidas que estamos poniendo en marcha tienen en su esencial una visión humanista de la transformación digital, situando a la persona en el centro.
En el caso concreto de la inteligencia artificial es fundamental explotar y visibilizar sus oportunidades para el día a día (desde buscar en un explorador en Internet hasta usar asistentes virtuales), para el empleo y los nuevos puestos de trabajo de calidad que vienen asociados a esta tecnología, y para la propia economía y la mejora de la productividad.
Una cuestión esencial, sin duda, son las competencias digitales. Garantizar que toda la ciudadanía dispone de competencias digitales es lo que nos va a permitir no dejar a nadie atrás en esta transformación. Y también generar un marco de confianza y garantía de derechos de la ciudadanía en la realidad digital, por ejemplo con la Carta de Derechos Digitales que comentaba anteriormente.
Si algo necesita esta transformación digital es todo su talento. Porque esta transformación trae consigo tantos cambios que resulta fundamental contar con distintas perspectivas, visiones y conocimiento. Por ello apostamos por una perspectiva multidisciplinar para el éxito de esta transformación digital, porque si algo caracteriza a la digitalización es su carácter transversal.
La transformación digital de España no será posible sin la digitalización de sus empresas. Y tenemos un importante reto, sobre todo en el caso de las pymes, que son quienes tienen un mayor camino que recorrer, también desde un cambio cultural de la propia organización, pero quienes también pueden aprovechar más las oportunidades de esta digitalización.
Por ello, con el Plan de Digitalización de las PYMEs vamos a destinar casi 5.000 millones en los próximos 3 años con el fin de acelerar la digitalización de 1,5 millones de pequeñas y medianas empresas con medidas de digitalización básica (como un toolkit de digitalización), y apoyo también a la gestión del cambio y el impulso a la innovación en las organizaciones empresariales derivado de la integración de capacidades, tecnologías y servicios digitales.
