Las zonas urbanas son las más habitadas y las que más contaminación producen. En la actualidad alrededor del 55% de la población mundial vive en las ciudades y se prevé que en el 2050 ese porcentaje suba hasta el 68%, según proyecciones de Naciones Unidas. Las ciudades llegan a consumir un 75% de la energía primaria global, además de emitir entre un 50 y 60% de los gases de efecto invernadero (GEI) en todo el mundo.
Estas emisiones, se afirma en un estudio realizado por la consultora McKinsey, pueden llegar a reducirse hasta un 90% en 2050 mediante la aplicación de medidas tecnológicas y beneficiosas para la población, se afirma en una nota de prensa remitida por la escuela de negocios TBS Education – Barcelona.
Las smart cities se definen como “la aplicación de las tecnologías de la información y las comunicaciones (TIC) y las capacidades de procesamiento de la información para mejorar la planificación, el diseño y las operaciones urbanas”, según la Agencia Internacional de Energía. Por otro, la Organización para la Cooperación y el Desarrollo Económicos (OCDE) destaca que la digitalización tiene como objetivo mejorar la calidad de vida de los ciudadanos para conseguir una mayor inclusión, sostenibilidad y resistencia.
Los resultados han sido positivos al realizar estudios para comprobar si el uso de tecnologías beneficia al usuario. El denominado ‘McKinsey Study’ ha concretado que las aplicaciones de las ciudades inteligentes pueden mejorar la calidad de vida de una población entre un 10 y un 30%.
En el citado estudio se afirma que en la actualidad solo se utiliza un 10% de los datos sobre la calidad del aire, el consumo de energía, los patrones de tráfico y los datos geoespaciales, mientras que si se aumentara su uso la información permitiría mejorar la situación de las ciudades.
Las herramientas digitales van más allá del uso de los móviles o las aplicaciones. “En el caso de las señales de tráfico, sus sistemas de administración pueden reducir la aglomeración en un 8% y permitir que los coches vayan a una mayor velocidad. También, se debe destacar que la carga inteligente disminuye el impacto de los vehículos en un 60%. Por lo tanto, los elementos que conforman una ciudad pueden desarrollarse para ser beneficiosos tanto con el medio ambiente como con la población”, aseguran las mismas fuentes.
A pesar de que todo indica que las smart cities ayudan a mejorar la calidad de vida de la población, también deben superar algunos obstáculos que ha recogido la escuela de negocios TBS Education – Barcelona.
1.- Las limitaciones de los datos. Los datos están protegidos por políticas de privacidad y de seguridad, además de existir barreras que restringen el intercambio de información. Para solucionarlo es necesario crear plataformas en las que se compartan los datos y que la protección de estos permita una comunicación transparente.
2.- La insuficiente coordinación. No hay una vía de diálogo para que los gobiernos utilicen mecanismos similares y los recursos derivados para ello son insuficientes. Sería necesario crear plataformas de intercambio de conocimientos y formar redes transversales.
3.- La falta de capacidad. El acceso a las herramientas de digitalización está delimitado, así como la oportunidad de buscar nuevos métodos. En cambio, mediante iniciativas para fomentar habilidades digitales y el desarrollo de programas de formación, el problema puede resolverse.
4.- El acceso a la financiación. Los ingresos son escasos y no hay posibilidad de endeudarse, pero con el fomento de las alianzas público-privadas y la redirección de la financiación se pueden superar estas amenazas.
5.- Los riesgos de la digitalización. No existe igualdad frente al acceso al mundo digital y las tecnologías digitales producen impacto medioambiental. Sin embargo, este punto puede quedar solventado con el desarrollo de nuevas directrices en la seguridad cibernética y realizando proyectos inclusivos.
Entre los Objetivos de Desarrollo Sostenible (ODS) aprobados por la ONU “se encuentran las características de las smart cities”, aseguran las mismas fuentes. Las metas que se proponen están relacionadas con los objetivos que se proponen en estas ciudades. Algunos ejemplos aportados por TBS Education son el acceso de todas las personas a viviendas y servicios básicos adecuados y aumentar la urbanización inclusiva y sostenible.
En el caso de España, diez de sus ciudades se encuentran en el ‘Cities in Motion Index’. Cinco ciudades (Barcelona, Madrid, Valencia, Sevilla y Málaga) “cuentan con proyectos innovadores que han hecho prosperar el estado de la población, entre ellas se encuentran el uso de aplicaciones y la actualización de los elementos de la vía pública”.
