La transformación digital del proceso de compra de Navantia, empresa pública española con más de 300 años de historia en el diseño y la construcción de buques militares y civiles con alta tecnología, ha sido la excusa para conocer el grado de digitalización de este proceso en las organizaciones a través de un debate organizado por ComputerWorld en colaboración con Inetum el 18 de noviembre. En el encuentro quedó patente que, más allá de la adopción de la tecnología, la transformación digital de este proceso implica repensar todas las actividades relacionadas con el objetivo de ser más ágiles y eficientes.
El proyecto ECNA de Navantia, enraizado en un plan ambicioso que pretende llevar a la organización al paradigma de la industria 4.0, nacía con el objetivo de “centralizar un proceso que estaba enormemente distribuido”, explicó José Manuel Saldaña, responsable del departamento sistemas para cadena de suministro de la entidad. “Y hacerlo cumpliendo con la normativa de contratación pública y asumiendo no sólo la falta de homogeneización en la gestión de expedientes, sino también la necesidad de unificar repositorios y de integración con otros sistemas de la compañía”.
Con estas premisas y después de analizar varias soluciones, Navantia encontró en Opentext “la horma de su zapato” para abordar con éxito esta digitalización. Inetum fue el socio que acompañó a Navantia en este proyecto, que ha permitido “una gestión integral de todo el ciclo de vida del expediente de compra, desde que se crea la petición en SAP hasta que se publica la adjudicación”, expuso Sergio del Río, delivery manager de Inetum. Además, su integración con SAP “ha eliminado la entrada repetitiva de datos, lo que genera importante ahorros de tiempo y ganancias desde el punto de vista de veracidad de la información”, afirmó. Desde su puesta en marcha a finales del pasado año, se han generado 23.800 expedientes y más de 170.000 documentos, de los cuales aproximadamente 2.000 son documentos firmados electrónicamente.
La descentralización del proceso de compras es una constante en gran parte de las organizaciones que participaron en el debate. Paloma Peinado, CIO de Airbus, habló de “procesos no armonizados y estandarizados que hacen muy difícil encontrar una solución única que dé respuesta a todos”. No obstante, la compañía ya abordó hace unos años este esfuerzo de centralización creando una solución basada en SAP, ‘clic and buy’, en una división comercial que se exportó a otras áreas dentro de la organización. En el caso de Correos, se va un paso por delante en esta centralización con desarrollos posteriores que implican “el uso de la inteligencia artificial en validación de ofertas y de tecnología blockchain en integridad de la información y gestión de acceso a terceros que nos permitan una mayor eficiencia”, avanzó Elena Gil, subdirectora de compras de la firma postal.
RTVE también es uno de los ‘alumnos aventajados’ en esta transformación digital y ya se plantea la digitalización del siguiente paso a la compra como es la gestión de entregas y facturas. Según el CIO de RTVE, Juan de Meer Cerdá, “subsanar errores en las facturas lleva mucho tiempo y por este motivo, trabajamos en un portal de proveedor que elimine todos estos correos y flujos paralelos para la resolución de incidencias”.
Aparte del papel que juega la tecnología en este impulso digitalizador, Fernando Marín, CAP del Departament de Projectes Estratègics del Ayuntamiento de Barcelona, señaló “la apuesta por metodologías ágiles no sólo en la gestión del proyecto, sino también en la gestión y conceptualización de la demanda, así como la interacción continua del equipo de trabajo y la implicación del propietario de la solución en la fase embrionaria del proyecto” como factores claves para este empuje.
