A principios de este mes de marzo, unos días antes de que el escenario social, económico y tecnológico cambiara radicalmente en España con la expansión del coronavirus y la activación del actual estado de alerta, Roberto Sánchez, secretario de Estado de Telecomunicaciones e Infraestructuras Digitales, contestaba a unas preguntas de Computerworld con motivo de la publicación del suplemento Ranking 2020.

¿Qué objetivos se ha marcado para esta nueva etapa en la que estará al frente de la Secretaría de Estado de Telecomunicaciones e Infraestructuras Digitales?
Nuestro objetivo es muy claro: queremos que la conectividad sea la palanca de vertebración económica, social y territorial del país, y que España mantenga y refuerce su liderazgo europeo en 5G. La conectividad es una pieza fundamental en la digitalización. Si en el pasado fueron las infraestructuras viarias las que impulsaron el desarrollo y el crecimiento de los países, hoy día es la conectividad la que posibilita que los datos fluyan y las personas se conecten en su vida cotidiana, colaboren y trabajen allá donde quiera que estén.
España se sitúa en los puestos de vanguardia a nivel mundial en cuanto a índices de disponibilidad de infraestructuras de conectividad, pero consideramos que no es suficiente. El avance en el despliegue de infraestructuras dista de ser uniforme en todos los territorios. Las capacidades de conexión en el medio rural son muy distintas a las de la media de España. La cobertura de 4G en zonas rurales es del 87% frente a la media del 97% en España. Mientras España es el país de la Unión Europea donde existen más ciudades con disponibilidad de servicio 5G y donde más pilotos se han desplegado.

Quieren promover la conectividad y el despliegue de las infraestructuras digitales para colocar a España “a la vanguardia en la transformación tecnológica”, pero ¿en qué estado se encuentra el país en la actualidad?
España es uno de los países más avanzados de la Unión Europea en lo concerniente a despliegue y servicios 5G. Contamos con la red de fibra más extensa de Europa y estamos entre los países más avanzados de la OCDE. Según la última nota mensual de la CNMC con datos de noviembre de 2019, el 66,1% de las conexiones de banda ancha en España son sobre redes de fibra, lo que supone más de 10 millones de conexiones y un incremento del 19% en el último año de dicho número de conexiones. Para hacerse una idea del “milagro español”, lo mejor es ver estas cifras en perspectiva: en 2012, la cobertura de FTTH era del 9% de los hogares. Con los últimos datos publicados a fecha de junio de 2018, la cobertura FTTH era del 77,39%.
Un reciente estudio de la consultora Arthur D. Little sitúa a España en el cuadrante de “5G Leaders” (Arthur D. Little 5G Leadership Index). No es el único informe que nos sitúa en esta posición destacada. Según el último informe del Observatorio Europeo de 5G, España es el país de la Unión Europea con más ciudades con disponibilidad de 5G: contamos con 24 ciudades de un total de 138 ciudades con servicio 5G en toda la UE.
Sin duda, 5G es la tecnología protagonista en el ámbito de la conectividad y uno de los grandes retos de nuestro país a corto plazo. ¿Cómo prevé que sea su despliegue? ¿Cuándo alcanzará la madurez?
Hay diversas proyecciones, pero la industria y los actores más relevantes coinciden en señalar que la madurez tecnológica y comercial se alcanzará a partir del año en que nos encontramos. Entre 2020 y 2021 es muy probable que las operadoras ya estén en condiciones de contar con un despliegue generalizado y por tanto de ofrecer una oferta comercial competitiva. Por otro lado, también es de esperar que los fabricantes dispongan de más terminales adaptados a precios razonables. Para un uso masivo, quizá haya que apuntar a 2024, tiempo en el cual no sólo irá creciendo la base de usuarios, sino que también irán apareciendo nuevos servicios y con ello, el uso del 5G se hará común y generalizado.

5G traerá consigo velocidades de navegación antes impensables y la posibilidad de conectar numerosos objetos a Internet con las consecuencias que esto conlleva para el ámbito industrial, médico, etc. Muchos auguran que ni siquiera sabemos para qué se utilizará esta tecnología. ¿Cuáles son sus apuestas?
5G es una tecnología que mejora las comunicaciones entre las personas, pero sobre todo impactará en el intercambio de información y la conexión entre los objetos. Por ello, supondrá un cambio en los modelos de fabricación, desarrollo y comercialización de productos y servicios. Permitirá desarrollar nuevos servicios, afectará a las empresas y redefinirá los modelos de negocio tal y como los conocemos hasta ahora. 5G ofrecerá una oportunidad de mejora generalizada en todos los sectores de actividad. Como país, es una oportunidad para crecer y afrontar nuevas perspectivas económicas, y también para consolidarnos en aquellos ámbitos en los que ya disponemos de una posición de liderazgo.
Por eso, desde mi punto de vista, en España hemos de poner el foco en aquellos sectores productivos en los que España es un actor global relevante, como por ejemplo los sectores industriales, automovilístico, de salud, agroalimentario o turístico. Nuestro know-how en estos ámbitos nos da una ventaja competitiva en el diseño de nuevas soluciones.
