La pandemia ha puesto de manifiesto la importancia del gobierno de los datos dentro de la Administración. La necesidad de dar una respuesta rápida a la urgencia sanitaria, pero también de seguir prestando servicio al ciudadano en la distancia exige que el dato se mueva entre las organizaciones.
Sin embargo, esta necesidad de colaborar se ha visto obstaculizada por un recelo excesivo por parte de las instituciones públicas a compartir información y por una escasa ‘cultura del dato’. Con este escenario, ComputerWorld ha organizado hoy, en colaboración con Accenture e Informática, un debate virtual en el que diferentes representantes de la Administración y de empresas colaboradoras han compartido cuál es su realidad en su parcela de actividad y cómo se puede conseguir esa gobernanza común entre organizaciones que permita crear valor.
Mientras que Javier Hernández, subdirector general de Desarrollo e Implementación de Servicios Digitales del Ministerio de Justicia, ha señalado que, en su caso, “el elevado volumen de datos y su dispersión complica el gobierno del dato”, Juan Miguel Moreno, jefe de servicio de Atención al Ciudadano y Organización de Gobierno del Ayuntamiento de Madrid, ha apuntado directamente a “la inercia tanto técnica como organizativa de la Administración Pública”.
Moreno ha puesto sobre la mesa “unos sistemas de información que no han sido concebidos con este enfoque (tratamiento analítico de la información) que han dificultado la calidad de los datos, así como unos usuarios que tampoco tienen conciencia de que pueda ser relevante”.
Desde la Gerencia de Informática de la Seguridad Social (DGISS) ya se trabajan en dos proyectos que impulse ese gobierno de los datos. Luis Díez, gerente de TI de DGISS, ha mencionado “la oficina del dato y el ciudadano 360, que ofrezca una visión única y unificada del ciudadano que nos permita ofrecer mejor servicio, más personalizado y desarrollar mejores políticas”. Javier Palmero, gerente del Gobierno de Dato de Informa, ha hablado de un “mercado central único del dato que aúne las visiones que se tienen sobre un mismo cliente y desarrolle una misma semántica de forma que todas las áreas tengan la misma visión”.
Frente a esta unificación, José Ignacio Santillana, director de Serveis de Sistemes D’Informació en Gerencia de Presidencia y Economía del Ayuntamiento de Barcelona, ha propuesto que “esta visión parta del ciudadano, de lo que qué quiero yo que la Administración tenga de mí porque, de otro modo, seguiremos creando 360 versiones diferentes”.
En la actualidad, Díez ha señalado que “estamos lejos de un gobierno trasministerial que formalice esta interoperabilidad”. A pesar de que algunos asistentes a la mesa sugieren sentar unos marcos para esta colaboración, otros, entre los que se encuentra Carlos Gómez, jefe de la Unidad de Calidad, Seguridad, Auditoría e Innovación del Ministerio de Trabajo y Economía Social, ha aconsejado “no buscar una relación formalizada que pueda hacer morir la iniciativa, sino una relación fluida entre los diferentes elementos de la Administración”. En este punto, Paulo García, director de Data Engineering de Accenture Iberia, se ha mostrado más partidario de “armonizar procedimientos para que esos datos puedan estar disponibles sin hacer esos marcos de iglesia”.
Con todo lo expuesto, Joaquín García, director de cuentas de Informática, considera que “se está en el camino como prueba la inversión que se está haciendo en este tipo de proyectos, aunque cada institución debe seguir haciendo los deberes”.
