El Plan de Digitalización de las Administraciones Públicas supondrá una inversión de 2.600 millones de euros entre 2021 y 2023. El Gobierno confía en que este plan sirva para facilitar una respuesta más ágil y efectiva a los ciudadanos y las empresas por parte de la Administración, apostando por la mejora de la experiencia de usuario y la personalización.
Aunque la digitalización de las Administraciones Públicas ha avanzado mucho en los últimos años, todavía hay mucho camino por recorrer. Y así se reconoce en el nuevo Plan de Digitalización de las Administraciones Públicas. “A pesar de este impulso legislativo y de inversión, la relación digital con los ciudadanos y ciudadanas se caracteriza actualmente por ser transaccional, atomizada, generalista y no personalizada. Este hecho dificulta el acceso a las políticas, ayudas y servicios públicos de las Administraciones por parte de los colectivos objetivo de las mismas, especialmente aquellos más vulnerables. También el acceso de las empresas a los procedimientos digitales de relación con la administración (compra pública, subvenciones, información fiscal, etc.) es todavía fragmentado y costoso, dificultando el acceso especialmente para las pymes”, indica el plan en su introducción.
Además, la pandemia ha dejado a la vista muchas de estas carencias. “La situación excepcional generada por la pandemia de la COVID-19 ha puesto de manifiesto la urgencia y necesidad de desarrollar una Administración digital que pueda responder a las necesidades de los ciudadanos y ciudadanas de una forma más ágil y efectiva. El reto, por tanto, se encuentra en poder desarrollar unos servicios públicos digitales más inclusivos, eficientes, personalizados, proactivos y de calidad para ciudadanos, ciudadanas y empresas”, se explica en el texto.
Hemos de valorar estos déficits en su justa medida. Si atendemos a los datos publicados, vemos que la posición desde la que partimos es bastante buena. “Estamos entre los diez primeros países de la Unión Europea a nivel de digitalización. Las capacidades digitales de la Administración Pública española están más desarrolladas que las de otros países de nuestro entorno. El año pasado, Capgemini elaboró un informe para la Comisión Europea, en el que España destacaba en el elevado número de servicios públicos online, así como en el buen nivel de capacitadores clave para utilizarlos, tales como identidad y documentación electrónicas. Es también referente en los servicios dirigidos a empresas para las operaciones en el día a día, la creación de startups, vida laboral, etc.”, afirma Isabel Ordoyo, responsable del sector público de Capgemini España.
Según el citado informe, el ‘Índice de la Economía y la Sociedad Digitales 2020’, elaborado por la Comisión Europea a partir del ‘eGovernment Benchmark’ de Capgemini, España ocupa el segundo lugar en la Unión Europea en materia de servicios públicos digitales, sólo por detrás de Estonia.
Nuestro país obtiene 87,3 puntos sobre 100, casi siete más que un año antes —cuando ocupábamos el cuarto puesto— y 15 puntos por encima de la media comunitaria. El informe detalla que nuestro país sobresale en el indicador de datos abiertos, con el 90% de la puntuación máxima, sólo por detrás de Irlanda.
También logramos una buena calificación en cuanto a la compleción de servicios en línea (96 puntos, 8ª posición), servicios públicos digitales para empresas (90 puntos, 9ª posición) y en el porcentaje de usuarios de internet que ha utilizado los servicios de administración electrónica en el último año (82%, 9ª posición).
Además, el ‘eGovernment Benchmark’ de Capgemini revela que España supera la media europea en orientación al usuario (94 puntos, 7,5 puntos por encima de la media), en transparencia (77 puntos, frente a 65,6 puntos de media), e-servicios disponibles para uso transfronterizo para empresas (83 puntos, 16 puntos superior a la media) y capacidades técnicas clave (80 puntos, 18,6 puntos más que la media UE).
