Los responsables de ambos países acordaron ayer en la primera reunión del Consejo de Comercio y Tecnología de la UE y EE.UU. abordar de forma conjunta estrategias en materia tecnológica, económica y comercial.
En la primera reunión del Consejo de Comercio y Tecnología de la UE y EE.UU. (TTC, de sus siglas en inglés), celebrado ayer en Pittsburgh (Estados Unidos) responsables de ambos países sentaron las bases para coordinar sus estrategias en materia tecnológica, económica y comercial a escala mundial. El encuentro, copresidido por la vicepresidenta ejecutiva de la Comisión Europea, Margrethe Vestager, el vicepresidente ejecutivo de la Comisión Europea, Valdis Dombrovskis, el secretario de Estado de los Estados Unidos, Antony Blinken, la secretaria de Comercio de los Estados Unidos, Gina Raimondo, y la Representante Comercial de los Estados Unidos, Katherine Tai, puso el foco especialmente en estrechar los lazos entre ambos países para impulsar la tecnología de inteligencia artificial de forma ética y democrática y potenciar la fabricación de semiconductores, cuya escasez ha sido y sigue siendo un problema, sobre todo para la industria automovilística.
En concreto, en la reunión la Unión Europea y los Estados Unidos reafirmaron su compromiso de establecer una asociación para “reequilibrar las cadenas mundiales de suministro de semiconductores con el fin de mejorar la seguridad del suministro respectivo, así como su capacidad respectiva de diseñar y producir semiconductores, especialmente, pero sin limitarse a ellos, con capacidades de vanguardia”. En la declaración conjunta firmada tras el encuentro, se hace hincapié en que esta asociación sea “equilibrada y de igual interés para ambas partes”. El objetivo último de ambos países es identificar las lagunas que existen en la cadena de valor de los semiconductores y fortalecer sus ecosistemas nacionales al respecto.
La ministra española de Industria, Comercio y Turismo, Reyes Maroto, aseguró ayer que “es un gran avance que EE.UU. y la UE refuercen su cooperación para fortalecer los ecosistemas de producción de semiconductores, tan necesarios en sectores industriales como la automoción, en el que España es una potencia mundial. La escasez de los semiconductores es un problema que afecta a toda la industria de automoción y requiere de actuaciones conjuntas a ambos lados del Atlántico”.
Respecto a la inteligencia artificial, aunque ambos países consideran que estas tecnologías tienen un gran potencial y sus beneficios pueden ser grandes para la sociedad y la economía, también creen que «pueden amenazar nuestros valores compartidos y nuestras libertades fundamentales si no se desarrollan y despliegan de forma responsable o si se hace un mal uso de ellas”, según la declaración. Por ello, los dos países se han comprometido a “desarrollar y aplicar sistemas de IA que sean innovadores y fiables y que respeten los derechos humanos universales y los valores democráticos compartidos”.
Según recoge la agencia Reuters, la propia Vestager, que lleva años adoptando una postura dura frente a la industria tecnológica estadounidense, dijo que el debate sobre la inteligencia artificial era uno de los puntos más importantes de la conferencia. “La cúpula está reunida para un enfoque de la inteligencia artificial fiable, centrado en el ser humano y basado en el riesgo”, señaló a un grupo de periodistas tras la reunión. “Por supuesto, lo que nos queda es la IA no regulada”.
Sin mencionar explícitamente a China, la declaración apunta: “Hemos alejado a las empresas, los consumidores y los trabajadores de las prácticas comerciales desleales que están socavando el sistema comercial mundial, especialmente las provocadas por las economías que no son de mercado». Aunque el Gobierno de Biden mantiene los aranceles impuestos por el expresidente estadounidense Donald Trump, intenta diferenciarse de su política colaborando más estrechamente con sus aliados en un acercamiento a China.
Los dos países también han acordado afrontar de forma coordinada la limitación del creciente poder de mercado que tienen las grandes tecnológicas (las llamadas ‘big tech’). “Estamos trabajando en la cooperación transatlántica sobre políticas de plataforma que se centran en la desinformación, la seguridad de los productos, los productos falsificados y otros contenidos dañinos”, reza el escrito. En concreto, Estados Unidos y Europa están tratando de frenar el creciente poder de los gigantes tecnológicos estadounidenses como Alphabet (Google), Facebook, Apple y Amazon.
El Consejo ha formado 10 grupos de trabajo para profundizar en la cooperación en estas y otras áreas, como la tecnología limpia y sostenible, la seguridad de la tecnología de las comunicaciones y el mal uso de la tecnología para frenar los derechos humanos.
Se espera que la próxima reunión del Consejo de Comercio y Tecnología de la UE y EE.UU. se lleve a cabo la próxima primavera en Europa.
