Después de la amenaza de Estados Unidos de imponer aranceles a los países que han anunciado la puesta en marcha de la ‘tasa digital’, que afecta a tecnológicas como Google o Amazon, España, Francia, Reino Unido e Italia limitarán el alcance de esta medida.
España, Francia, Reino Unido e Italia limitarán el enfoque de sus respectivos proyectos para aplicar la tasa digital después de que Estados Unidos haya amenazado con establecer aranceles a esos países si seguían adelante con los impuestos previstos para las compañías digitales, una tasa que afecta directamente a grandes gigantes estadounidenses como Google o Amazon, entre otras.
Según una carta firmada por los ministros de economía de dichos países y dirigida al secretario del Tesoro de Estados Unidos, Steven Mnuchin, a la que ha tenido acceso la agencia de noticias Bloomberg, el nuevo enfoque “facilitaría considerablemente la tarea de lograr una solución basada en el consenso y hacer un acuerdo político al alcance de la mano este año”. La propuesta de los ministros se basa en abordar la tasa digital por etapas, de forma que inicialmente solamente incluiría a las empresas de servicios digitales automatizados.
Este mes de junio Estados Unidos iniciaba una investigación sobre el nuevo marco impositivo que diversos países europeos están aprobando para gravar a las compañías digitales. El propio Mnuchin hizo llegar una carta el 17 de junio a los responsables financieros de España, Francia, Reino Unido e Italia anunciando que el país dejaría las negociaciones que se están realizando en la Organización para la Cooperación y el Desarrollo Económicos (OCDE) para establecer una tasa digital a escala global.
La OCDE, que está elaborando un sistema impositivo global para el mundo digital, pone el foco en dos tipos de negocios, los servicios digitales automatizados (motores de búsqueda online y plataformas de medios sociales) y negocios orientados al consumidor, que venden bienes y servicios.
En España el Proyecto de Ley del Impuesto sobre Determinados Servicios Digitales, conocido popularmente como ‘tasa digital’ o ‘tasa Google’ lo aprobó el Consejo de Ministros a principios de junio con el objetivo de adaptar la tributación a los nuevos modelos de negocio digital. Este impuesto se dirige a los servicios digitales «que no podrían existir sin la implicación de los usuarios», como servicios de publicidad en línea, servicios de intermediación en línea y servicios de transmisión de datos. Afecta a entidades con una cifra de negocio superior a los 750 millones de euros anuales y una cifra de ingresos por servicios digitales superior a los 3 millones de euros. Quedarían excluidos de este tributo los intercambios entre usuarios y el comercio electrónico minorista, cuando no actúe como intermediario. El gravamen sería de naturaleza indirecta, compatible con el IVA y con un tipo impositivo del 3%.
Asociaciones del sector tecnológico y digital como Ametic, IAB Spain, la Asociación Española de Startups y Adigital se muestran reacias a que España aplique esta tasa de forma unilateral. En un manifiesto realizado al respecto, alertan de los efectos negativos que esta medida tendrá para la economía española, que, afirman, quedaría abocada a ser “menos productiva, menos innovadora, menos emprendedora y, en consecuencia, menos competitiva a nivel global”
