La Agenda Digital ha pasado a ser una de las prioridades para la mayoría de las instituciones públicas. Cada vez hay más responsables TI dedicados exclusivamente a aplicar las nuevas tecnologías y a sacar inteligencia de los datos que administran; como resultado, la universalización de Internet y la nueva forma de comunicación con los ciudadanos, así como la aplicación de las leyes 39/2015 (Procedimiento Administrativo) y 40/2015 (Régimen Jurídico del Sector Público), han acelerado la digitalización de la Administración.
Las reglas del juego han cambiado, los ciudadanos se comunican con su entorno de forma distinta, pasando a ser el smartphone una herramienta principal para esa comunicación, y la Administración ha de ser capaz de adaptarse a estos cambios, un proceso que genera muchos retos, pero también oportunidades. Retos como hacer un correcto almacenamiento y tratamiento de los datos, sin comprometer la intimidad ni la privacidad de los ciudadanos, o cumplir una legislación que no siempre deja lugar a la innovación. Pero también oportunidades, como la que les proporciona la inteligencia de esos mismos datos que administran.
Aunque hay que tener claro que la Administración Pública está conformada por entidades de todo tipo y tamaño, y la implantación de herramientas digitales varía en función de la entidad. Motivo por el cual, el Tour de Computing sobre la Digitalización de la Administración Pública está recorriendo distintas capitales españolas, como Bilbao, Barcelona, Sevilla y Madrid, hablando con diferentes responsables TI públicos y haciendo un balance del panorama digital general. El Tour arrancó en Bilbao, donde los profesionales vascos se mostraron bastante optimistas con respecto a la digitalización, pero esta vez tocaba Barcelona, donde este optimismo quedó algo empañado debido a la percepción de rigidez legislativa que tenían muchos de los responsables. En la ciudad condal se dieron cita 12 portavoces de la Administración que, junto a los proveedores Commvault, HP, IntelyNutanix, mantuvieron un rico y productivo debate sobre la situación actual la Administración en materia de transformación digital e inversión en nuevas tecnologías y formación.
Nuevos retos para las organizaciones
Eulalia Flo, directora general de Commvault, fue la encargada de dar comienzo a la tertulia, y lo hizo exponiendo un breve retrato de la realidad actual de las organizaciones, “cada vez hay más datos y las amenazas están evolucionando y comprometiendo estos datos. Eso hay que incluirlo en un entorno en el que ha evolucionado también la forma en la que se consume la tecnología, dando lugar a nuevos retos para las organizaciones, sobre cómo mantener y proteger los datos y, sobre todo, cómo sacar valor de estos. Nosotros estamos aquí para eso, para ayudar a sacar el mayor rendimiento de los datos y hacer las organizaciones más inteligentes”.
“A nosotros nos gusta definirnos como habilitadores de la transformación digital con los dispositivos”, intervino Melchor Sanz, director de Tecnología y Preventa de HP. “Nuestra labor es convertir procesos analógicos en digitales y facilitar la interacción con estos nuevos procesos, para garantizar que la transformación se hace de forma exitosa”, explicó. “En Nutanix creemos que el cloud no es un sitio donde hacer cosas, sino que es una forma de hacer las cosas y entregar servicios”, afirmó Lluís Zamora, Team Leader para Catalunya. “Hay muchas discusiones sobre si debe ser pública, privada o híbrida, y nosotros estamos aqui para ayudar a habilitar cualquier modalidad, facilitando la adopción de la nube como una forma de hacer servicios dentro de las iniciativas digitales”.
