El ministro de Economía, Román Escolano, anunció el 28 de abril que el Gobierno quiere presentar «cuanto antes» el nuevo impuesto digital a las empresas tecnológicas -con el que pretende financiar la subida de las pensiones- para que entre en vigor en 2019 y pidió el apoyo a esta nueva tributación al resto de grupos parlamentarios españoles. El responsable de la política económica española defendió esta idea tras participar en el Consejo Europeo de Asuntos Económicos y Financieros (Ecofin) que se celebró en Sofía (Bulgaria), donde subrayó que el Ministerio de Hacienda ha empezado a trabajar en la definición de una figura «a la mayor brevedad».
La celeridad con la que el Gobierno quiere aplicar la medida es tal que fuentes del Ministerio de Economía explicaron a Europa Press que el Ejecutivo no descarta poder empezar a recaudar este nuevo impuesto a las grandes empresas digitales en 2018.
Escolano destacó que con esta nueva tributación España se sumaría a los principales países europeos «que ya tienen estas figuras» y aseguró que no tiene sentido que la tributación y el sostenimiento de las cargas públicas «solo recaiga en la vieja economía». «Nuestra idea es que tenga una tramitación lo más rápida posible», precisó Escolano, al tiempo que apuntó que «no debería haber divisiones políticas importantes», apelando al «mayor consenso posible».
Precisamente, el ministro de Economía defendió que, aunque la unanimidad es «siempre compleja», el acuerdo político entre los países es «suficientemente importante» como para pensar que «se puede crear una dinámica política que llegue al acuerdo». «La inmensa mayoría de los países están a favor de este tipo de definiciones de la nueva figura tributaria. Todavía no contemplamos la opción de la cooperación reforzada, sino que confiamos en un acuerdo», sostuvo Escolano.
En referencia a las pensiones, Escolano ha señalado que el Pacto de Toledo «tiene que ser un pacto de todos», porque un sistema tan a largo plazo como las pensiones «sobrepasa el ciclo político». «Otros colegas europeos han comentado que ojalá tuvieran en sus países algo similar al Pacto de Toledo», aseveró el ministro.
Al mismo tiempo indicó que el incremento de pensiones anunciado para los años 2018 y 2019 está unido a un incremento de ingresos. «El efecto mantenido sigue siendo el objetivo del 2,2%, porque pensamos que ingresos y gastos estarán compensados. No hemos retocado el cuadro y la senda de reducción de déficit es la misma», concluyó Escolano.
El PSOE quería reforzar la financiación de las pensiones con impuestos al sector financiero y el Gobierno de Mariano Rajoy pretende hacerlo mediante este tributo que pagarían gigantes como Google, Facebook y otros colosos tecnológicos. El ministro de Hacienda, Cristóbal Montoro, ya anticipó el viernes que el Ejecutivo llevará a la Comisión parlamentaria del Pacto de Toledo esta propuesta que está conectada con el proyecto de la UE de elevar la presión fiscal sobre esas compañías, mínima ahora por su capacidad de redirigir ingresos y beneficios hacia territorios con baja fiscalidad.
Montoro detalló cómo es la factura de la subida de pensiones pactada con el PNV para sacar adelante los Presupuestos Generales del Estado de 2018 y que incluye una revalorización general del 1,6% (frente al 0,25% aplicado desde enero), mantener el 3% concertado entre el PP y Ciudadanos para las prestaciones más bajas y ampliar la mejora para las viudas. El coste será de 1.500 millones en 2018 y de 1.800 millones en 2019, cuando los jubilados tendrán un alza igual al IPC. «Tenemos margen en 2018 a través de ahorros y hay una nueva fiscalidad europea en la que España está participando activamente», expuso Montoro. Los ahorros procederán, concretó, de menores costes en los intereses de la deuda y en la responsabilidad patrimonial del Estado en el «rescate» de autopistas de peaje.
El otro mecanismo, el del tributo sobre las megacorporaciones digitales, se implantará cuanto antes. El ministro añadió que la tasa no tendrá impacto sobre los usuarios de servicios digitales, sino directamente sobre grandes empresas que ahora «no pagan lo suficiente».
Se trata del mismo gravamen que se negocia para el conjunto de la UE , en principio para apuntalar el presupuesto comunitario, no para costear gastos como las pensiones. Bruselas propuso una tasa del 3% sobre los rendimientos de compañías con ingresos anuales superiores a 750 millones de euros. Afectaría a firmas como Google, Facebook y Apple. No está tan clara la inclusión de Amazon, por el volumen de empleo que tiene en los países miembros. Algunos estudios señalan que estas empresas tributan dentro de la UE a tipos inferiores al 10%, cuando la media del resto de empresas supera el 23%.
Montoro, que semanas atrás veía inviable una subida como la pactada ahora con el PNV, dijo que la revalorización del 1,6% es «perfectamente compatible» con la reducción del déficit público. Y remarcó que el Estado «cubrirá» la actualización de las pensiones «hasta que desaparezca el déficit de la Seguridad Social», que prevé para 2021.
