La administración electrónica europea avanza a buen ritmo y los datos muestran una reducción de la distancia entre los países más avanzados en este aspecto y los que menos, prueba del incremento de la oferta de servicios públicos digitales en toda Europa.
Contar con un servicio público electrónico de calidad es algo que hemos aprendido a valorar, más si cabe, a raíz de la crisis provocada por el coronavirus.
Como cada año, Capgemini ha publicado su informe anual eGovernment Benchmark 2020, en el que proporciona a la Comisión Europea información sobre el nivel de disponibilidad de servicios en Internet de la administración pública en Europa. Así, los resultados reflejan que todos los países han mejorado su oferta de servicios digitales, facilitando cada vez más que los ciudadanos y empresas puedan interactuar con los organismos públicos de manera telemática.

“Como resultado del COVID-19, las administraciones públicas se han dado cuenta de la necesidad imperiosa de acceder a servicios públicos a distancia y de manera sencilla y cómoda”, afirma Niels van der Linden, director del Proyecto eGovernment Benchmark en Capgemini Invent. “Aunque por fin ha despegado la oferta de servicios electrónicos, Europa necesita acelerar la adopción de facilitadores técnicos clave que permitan materializar todo el potencial de unos servicios públicos digitales completos. Una administración pública electrónica que trabaje para las personas y ofrezca servicios transparentes y fáciles de usar es imprescindible en una época de distanciamiento físico”.
Según explica el informe, para que los servicios públicos electrónicos sean realmente útiles para los usuarios, deben tomarse medidas que aceleren previamente la implantación de la infraestructura digital necesaria para el diseño de servicios transparentes, integrales y centrados en el usuario.

“Unos servicios públicos digitales excelentes son un requisito previo fundamental para que las administraciones públicas puedan ofrecer a ciudadanos y empresas el máximo beneficio de la transformación digital. El paso siguiente será la transformación a una sociedad superinteligente, centrada en el factor humano, que recibirá el nombre de sociedad 5.0, en la que los servicios estarán cada vez más automatizados con la ayuda de la Inteligencia Artificial. Este avance promoverá una ciudadanía más informada y permitirá a los gobiernos prestar servicios para personas con diferentes modos de vida” explica Erik Hoorweg, vicepresidente del área del Sector Público de Capgemini Invent.
En este 2020 culmina un nuevo ciclo de cuatro años de estudios comparativos entre administraciones públicas electrónicas europeas, por lo que, al término, se evaluará el progreso de la prestación de servicios digitales en diferentes situaciones.
De estos cuatro últimos años, se han sacado datos que muestran que los empresarios están bien respaldados por la administración pública electrónica, tanto en su operativa ordinaria, como en el cumplimiento de sus obligaciones fiscales, en los primeros pasos de la creación de un negocio, en el registro de su empresa y en la contratación de sus primeros empleados.

Todo parece indicar que se han realizado mejoras significativas para los ciudadanos que desean comprar un coche nuevo o cambiar de casa, operaciones en las que el contacto físico con la administración pública es cada vez menos necesario.
De unos años a esta parte, se han dado grandes pasos para hacer de lo digital algo corriente. Según el estudio publicado, las comunicaciones con las administraciones públicas por vía telemática se están convirtiendo en la nueva normalidad y más de tres cuartas partes (76%) de los sitios web examinados son ahora fáciles de utilizar en dispositivos móviles (frente al 61% de hace dos años).
De cara a los próximos años, una cuestión a analizar será el acceso a los datos personales de los usuarios, un aspecto que si bien ha mejorado en los últimos años, aún tiene mucho trabajo por delante.
