Estos son solo algunos ejemplos de los positivos indicadores y del dinamismo que presenta actualmente este sector. Pero también muestra la proyección en materia digital que se espera de estos organismos y los objetivos marcados en distintas líneas de actuación sobre las que trabajar. Así, los expertos de Liferay Inc., proveedor de la plataforma Open Source líder para la creación de experiencias digitales web, móviles y para dispositivos conectados, tras más de una década de trabajo estratégico con el sector público, han analizado este ecosistema, identificando 5 ámbitos clave en los que trabajar para llevar a cabo la evolución digital del sector:
1. Autoservicio como estrategia: Según Gartner, en 2022 el 85% de las interacciones de atención al cliente comenzarán a través de algún tipo de elemento de »autoservicio». Considerada ya como una táctica crítica también para el sector público, los modelos de autoservicio en el ámbito digital han llegado a la Administración de la mano del gran abanico de ventajas que aporta a este ecosistema, entre otras: disminución en el número de llamadas y de consultas o citas presenciales, liberando recursos internos y optimizando los medios disponibles; la mejora en los tiempos de respuesta; reducción en los costes de mantenimiento; mayor flexibilidad y autonomía para el ciudadano que selecciona cómo y cuándo realiza el trámite o la consulta, etc.
»Implementar estrategias de autoservicio es un modo de facilitar el acceso de ciudadanos, empresas y empleados a los servicios públicos: enriquece las experiencias digitales, mejora las relaciones y logra, en definitiva, una mayor satisfacción en la relación con la Administración», subraya Carolina Moreno, vicepresidenta de Ventas para EMEA y directora general para el Sur de Europa de Liferay.
2. Integración de sistemas: La Administración ha tenido que dar importantes pasos en los últimos años para interconectar nuevos sistemas y herramientas legacy que le impedían disponer de un ecosistema digital unificado y conectado. Además, lograr un punto de acceso único, evitando la dispersión, así como la heterogeneidad de la información ha sido una de las claves para reducir las barreras a la consulta de información y utilización de los servicios públicos.
La tendencia apunta hacia la adopción de un ecosistema cohesivo, donde tengan cabida tanto elementos digitales como físicos, pero bajo el que el ciudadano perciba el sello integral de la Administración, al tiempo que se optimizan los procesos y el TCO (Total Cost of Ownership) de las soluciones TI. Porque sacar el máximo partido a la inversión realizada es hoy más trascendental que nunca.
3. Portales web modernos como vehículo de comunicación entre organismos y ciudadanos: Los portales modernos son mucho más que una simple plataforma tecnológica utilizada para agregar contenido y otras aplicaciones. Con capacidades de gestión de perfiles de usuarios, de integración con sistemas legacy, de gestión de contenidos, de colaboración social y como capacitadores de la digitalización y automatización de procesos -agilizando los tiempos y reduciendo los trámites en papel-, estas soluciones se erigen como base para la mayoría de los proyectos web, convirtiéndose en el principal vehículo de comunicación entre las entidades gubernamentales, ciudadanos y servidores públicos, habilitando la oferta de los servicios públicos.
4. Gestión de entornos de trabajo remotos y colaborativos: Otro ámbito clave es el desarrollo de soluciones orientadas a responder a las necesidades del perfil del empleado público actual. Mantener a los empleados deslocalizados conectados, informados y con el adecuado índice de productividad requiere de un conjunto efectivo de herramientas, una intranet o portal del empleado, que respalde las funciones críticas de una fuerza laboral digital. Con la tecnología y la estrategia adecuadas, los organismos públicos pueden valerse de sus intranets como centros para conectar usuarios, información y departamentos deslocalizados a través de una interfaz común, unificando procesos internos y externos para crear un espacio de trabajo centralizado.
5. Excelencia en la experiencia: El objetivo es garantizar la oferta de los servicios públicos con la mejor experiencia a ciudadanos y empresas. La tipología de usuarios de la Administración Pública es muy heterogénea en lo que respecta a sus niveles de digitalización y preferencias y los organismos públicos deben dar servicio tanto a millenials, como a personas de avanzada edad, con el mismo nivel de excelencia en sus experiencias e independientemente del contexto que viva la sociedad. Esto supone un reto adicional que exige proporcionar una buena experiencia omnicanal a través de todos los puntos de contacto: en algunos casos se tratará de experiencias totalmente digitales, pero en la mayoría de las ocasiones será híbrida con el uso de varios canales (teléfono, portales web, ventanillas administrativas, oficinas virtuales, etc.).
Porque el referente incluido en la agenda Digital 2025 contempla un modelo de atención a la ciudadanía personalizado, proactivo y omnicanal, a través de un punto único de acceso tanto para obtener información como para realizar los trámites requeridos.
