Pure Storage ha anunciado los resultados de un estudio realizado entre los responsables tecnológicos del sector público europeo, que muestran cómo se han enfrentado estos a la pandemia, la prueba de resistencia definitiva para unas organizaciones del sector público ya muy sobrecargadas. El estudio, basado en entrevistas realizadas a 511 responsables tecnológicos de departamentos de la administración central de varios países europeos, entre ellos España, analiza los puntos críticos y las prioridades actuales, así como las lecciones aprendidas y los cambios que es probable que se produzcan.
Los resultados ponen de relieve que la mayoría (el 90%) de los responsables tecnológicos del sector público español están acelerando la transformación digital de las infraestructuras de datos de sus departamentos, para tratar de dejar atrás unos sistemas tradicionales que les impiden afrontar los actuales desafíos y cuestiones complejas, que no tienen precedentes. El estudio muestra también que solo el 4% de los responsables tecnológicos del sector público español piensan que estaban muy preparados para un reto como la COVID-19, que ha hecho que la demanda de servicios y recursos se haya disparado. También revela el coste personal causado por esta situación – ya que el 82% de los encuestados afirma que la experiencia ha incrementado sus niveles de estrés, debido al aumento de la presión por transformar rápidamente los modelos operativos.
Sin embargo, estos responsables se muestran decididos a aprovechar esta experiencia para redefinir el modo en que sus organizaciones afrontan los acontecimientos futuros y para estar seguros de estar mejor preparados para no perder de vista sus objetivos cuando tengan que enfrentarse a situaciones de confusión e incertidumbre. La gran mayoría de los encuestados (el 90%) ha respondido que mejorar la experiencia de los ciudadanos es importante para fomentar la confianza en la administración, una cifra que ha aumentado respecto al estudio del año anterior, en un entorno caracterizado por las mayores limitaciones en cuanto a cumplimiento normativo, costes y contratación.
Si bien el objetivo está claro, sigue habiendo problemas en lo que se refiere al modo de alcanzarlo, ya que hay obstáculos culturales, de seguridad y relacionados con los sistemas tradicionales que hay que superar. En concreto, casi la mitad (el 45%) cree que la falta de liderazgo y visión digitales es el obstáculo más importante para digitalizar los servicios al ciudadano. También ha habido un amplio acuerdo en cuanto a los cambios a más largo plazo que es probable que perduren tras la COVID-19 en la administración central, que incluyen el uso continuado de las tecnologías colaborativas/el teletrabajo allí donde sea posible (90%) y la reevaluación de los «activos» de la administración con una generalización constante del teletrabajo (88%).
Otros obstáculos para la digitalización de los servicios al ciudadano se centran en dos áreas clave de la tecnología: la infraestructura tradicional y la seguridad. Un número importante de encuestados (el 82%) afirma que la infraestructura tradicional está frenando los avances en la transformación digital (la media europea es del 62%), lo que conlleva un aumento de los costes operativos (algo que menciona el 92% de los encuestados). La infraestructura de datos existente compromete el rendimiento del departamento, lo que se traduce en una mayor exposición a los ataques a la seguridad cibernética (94%) y un aumento de los costes operativos (92%).
Algo muy preocupante es que la mayoría de encuestados (el 82%) considera que la inversión en la seguridad de la infraestructura no sigue el ritmo de las amenazas para la seguridad. Hoy más que nunca, las organizaciones del sector público necesitan acceder rápidamente a sus datos y, en caso de que ocurra lo peor, poder volver a funcionar rápidamente y a gran escala. Sin embargo, debido a los obstáculos generados por la infraestructura tradicional, no sorprende que el 67% afirme que su departamento sacrificaría el rendimiento tecnológico para aumentar la seguridad.
De todos modos, los responsables tecnológicos se han mostrado convencidos de que estos problemas pueden resolverse combinando el pensamiento ágil en la organización y la priorización de las inversiones en tecnología que ayuden a generar valor en cada departamento. Una mayoría significativa (el 82%) coincide en que, ahora más que nunca, hay que ser creativo a la hora de utilizar la tecnología para poder hacer más con menos. Al mismo tiempo, casi tres cuartas partes (el 71%) afirma que los métodos ágiles y el pensamiento de diseño son más importantes ahora que antes de la pandemia.
El estudio también revela cuáles son los ámbitos prioritarios para la inversión tecnológica en los próximos dos años – con vistas a generar rentabilidad a largo plazo. Los ámbitos de inversión más mencionados son la gestión de la seguridad/del riesgo y los servicios en la nube (ambos con un 69%), seguidos muy de cerca por el IoT (el 67%).
«Los responsables tecnológicos del sector público se han enfrentado a un reto sin precedentes, ya que este año han tenido que afrontar una prueba de resistencia extrema», comenta Miguel Pleite, Director Técnico de Pure Storage España. «Pero está claro que estos equipos están atados de pies y manos por la infraestructura tradicional con la que trabajan. Estas infraestructuras no se diseñaron para la era digital. Los retos y los cambios a los que se han enfrentado deberían convertirse en una oportunidad para que las organizaciones del sector público se centren en el futuro que desean – un futuro en el que se satisfagan las demandas de los ciudadanos y los empleados y que garantice que salen de esta crisis más fuertes y más resilientes que antes».
