España avanza a pasos agigantados con respecto a sus homólogos europeos en digitalización. Así lo refleja el informe de la Unión Europea ‘The Digital Economy and Society Index’, DESI 2020, que muestra el grado de digitalización de los Estados miembros y sitúa a España en el lugar número 11 del ranking de 28 países (con datos de 2019, todavía incluye al Reino Unido).
Aunque todavía se encuentra fuera de las posiciones de liderazgo, este lugar, sin embargo, está claramente por encima de la media de la UE. En cuatro años España ha avanzado tres posiciones ya que en el año 2015, nuestro país se situaba en el lugar número 14, y solo ligeramente por encima de la media Europa.
La posición de España mejora todavía si se compara con la de otros países ya que en estos momentos supera a Alemania, Austria y Francia, entre otros Estados miembros, destacando especialmente en los ámbitos de servicios públicos digitales y conectividad. El informe analiza cinco aspectos de la digitalización de cada país: Servicios públicos digitales, Conectividad, Uso de servicios de Internet, Integración digital de las empresas y Capital humano.
España ocupa el segundo lugar en el apartado de Servicios públicos digitales, solo por detrás de Estonia, un país con un elevado nivel de digitalización. Con ello se sitúa 13 posiciones por delante de la media de la UE. También aparece en segundo lugar en el uso de Open Data.
Por otra parte, el 82 % de los usuarios de Internet españoles participa activamente en los servicios de administración electrónica, seis puntos porcentuales más que el año anterior. En 2019, España ha seguido mejorando su calificación en formularios precumplimentados hasta alcanzar los 80 puntos, muy por encima de la media de la UE de 59 puntos.
Nuestro país también destaca en el apartado de Conectividad, donde ocupa el quinto lugar, solo superada por Dinamarca, Suecia, Luxemburgo y Letonia pero con una extensión territorial menor a la española. El despliegue de redes de fibra óptica (FTTP) sigue siendo una fortaleza importante del mercado digital español, con una cobertura del 80 % de los hogares, muy por encima de la media de la UE (34 %). Las redes de muy alta capacidad llegan al 89 % de los hogares, 12 puntos porcentuales más que el año anterior y superando la media de la UE (44 %)
El informe DESI se publica anualmente y es una ‘radiografía’ del avance digital de los países de la UE. Durante la presentación del informe, la crisis provocada por el coronavirus ha estado presente y en este sentido, la vicepresidenta ejecutiva de la Comisión Europea y responsable de su estrategia de digitalización, Margrethe Vestager, ha señalado que “esta crisis ha demostrado hasta qué punto resulta crucial para los ciudadanos y las empresas estar conectados y poder interactuar entre sí en línea. Seguiremos colaborando con los Estados miembros para determinar los ámbitos en los que se necesita más inversión para que todos los europeos puedan beneficiarse de los servicios e innovaciones digitales”.
Desde el Colegio Oficial de Ingenieros de Telecomunicación (COIT) Marta Balenciaga, decana-presidente y presidenta de la Asociación Española de Ingenieros de Telecomunicación (AEIT), han señalado que “todos tenemos muy claro que el futuro de la Unión Europea pasa por mejorar su resiliencia digital, tal y como apunta la Estrategia presentada por la CE el pasado mes de febrero para la Transformación Digital. Que España ocupe un puesto más que aceptable en el ranking del Informe DESI 2020 es la demostración de que en nuestro país avanzamos a buen ritmo, especialmente en aspectos tan importantes como los servicios públicos digitales, donde ocupamos el puesto segundo de 28 países. Pero quizás lo más importante es que la mejora de España se lleva produciendo de manera significativa ya desde hace cinco años seguidos, lo que demuestra que la robustez en nuestras tecnologías de la información y las comunicaciones se debe a un proceso constante de mejora .
Enlo que se refiera al uso de servicios de Internet, España ocupa la posición número 11, por encima de la media europea. Los servicios más usados por los españoles son por este orden: música, video y juegos; noticias; redes sociales, compras, videollamadas y banca. En todos estos servicios el nivel de utilización es, con algunas variaciones, muy similar a la media de la UE. Cabe señalar asimismo que el porcentaje de personas que no han usado nunca internet es solo del 8% frente al 14% en 2018. La media de la UE es del 9%
En integración digital de las empresas nuestro país ocupa el puesto número 13 entre los países de la UE. Las empresas españolas aprovechan las oportunidades que ofrecen las tecnologías digitales, en línea con la media de la UE. Un 43% de las empresas españolas realizan intercambio electrónico de información, muy por encima de la media de la UE (34%). En cuanto al uso de redes sociales, macrodatos, servicios en la nube y volumen de negocio de comercio electrónico, los porcentajes se hallan prácticamente alineados con los de la UE.
Sólo hay un apartado del informe en el que España pincha y es el del capital humano en el que nuestro país ocupa el puesto número 16. Aunque ha subido en la clasificación desde el año anterior, los niveles de competencias digitales básicas siguen siendo ligeramente inferiores a la media de la UE. Según el estudio, un 43 % de las personas entre 16 y 74 años no poseen competencias digitales básicas (frente a una media del 42 % en la UE). Por otra parte, el porcentaje de especialistas en TIC en el empleo total aumentó y se aproxima a la media de la UE (un 3,2 % frente a una media del 3,9% en la UE).
