El Índice de Economía y Sociedad Digital, publicado por la Comisión Europea, constata el avance de la evolución digital en España y sitúa a nuestro país por encima de la media de la Unión Europea y por delante de países como Alemania, Francia e Italia.
La Comisión Europea ha publicado el Índice de Economía y Sociedad Digital (DESI, por sus siglas en inglés) que constata la posición avanzada de España en el camino de su transformación digital.
España mejora en la mayoría de los indicadores en las cinco dimensiones que mide el informe: conectividad, capital humano, uso de internet, integración de la tecnología digital y servicios públicos digitales. En el índice global, España ocupa el puesto 11 entre los 28 estados miembro de la Unión Europea, por delante de países como Alemania, Francia e Italia.
En el ámbito de servicios públicos digitales, España ha avanzado dos posiciones respecto al año pasado y se convierte en el segundo país de la Unión Europea con mejores servicios públicos digitales, un área que mide niveles de administración electrónica, datos abiertos y servicios digitales de la administración para ciudadanos y empresas.
En conectividad, España ocupa el quinto puesto en el ranking de los 28 y mejora en todos los indicadores. El informe destaca como fortaleza de nuestro país el despliegue de fibra óptica hasta el hogar (FTTH) que es del 80%, muy por encima de la media europea (34%). En las zonas rurales la cobertura en España alcanza al 46% de los hogares, frente al 21% en Europa.
Respecto a uso de servicios de internet, que engloba actividades como realizar videollamadas, leer noticias ‘on line’ o usar redes sociales, España se sitúa en el puesto 11 del ranking, mejorando dos posiciones respecto al año pasado.
En el cuarto ámbito, la integración de la tecnología digital, que analiza el comportamiento digital de las empresas en áreas como comunicación y comercio electrónico o el uso de redes sociales, España ocupa el puesto 13 del ranking y está en línea con la media de los países de la Unión Europea.
La única dimensión del informe donde España se sitúa por debajo de la media europea es en capital humano. Esta área tiene en cuenta indicadores sobre competencias digitales, graduados y especialistas en Tecnologías de la Información. Sin embargo, España ha mejorado una posición respecto al ranking del año pasado y ocupa ahora el puesto 16.
La Comisión Europea realiza un seguimiento de la evolución digital de los estados miembro desde el año 2014. El informe actual incluye datos previos a la crisis del COVID-19, y ha cambiado ligeramente la metodología del índice para incluir nuevas tecnologías, por lo que puede haber cambios respecto a puntuaciones de los países en años anteriores.
Por otra parte, el informe resalta cómo la pandemia del COVID-19 ha puesto de manifiesto la importancia de la conectividad y las competencias digitales para la economía y el conjunto de la sociedad.
Asimismo, repasa algunas acciones desarrolladas por los gobiernos en estos ámbitos, que en el caso de España incluyen la garantía del servicio de comunicaciones electrónicas; el acuerdo con los operadores de telecomunicaciones para garantizar la conectividad; el desarrollo de una app de autodiagnóstico de la enfermedad; el estudio de movilidad de la población y un sistema de información centralizada para coordinar las necesidades de personal y equipamiento en los hospitales.
