La coyuntura actual ha puesto a prueba la capacidad de reacción tanto de organismos públicos, como privados. Pero los momentos como los que lleva atravesando nuestro país en las últimas semanas, y que han implicado el confinamiento de la población en sus hogares y el teletrabajo obligado para el mayor número de trabajadores posible, ponen a prueba, especialmente, el estado de digitalización de las Administraciones Públicas. Unas Administraciones que han dado pasos muy importantes en los últimos años, sobre todo en el marco del Plan Estratégico en materia TIC 2015-2020 y que ahora tienen frente a ellas el reto de garantizar la prestación de servicios y la atención al ciudadano, así como ofrecer a los empleados públicos las herramientas necesarias para mantener sus funciones ¿Qué retos tendrán que afrontar para lograr tener éxito en este importante desafío?
Según informes recientes, más del 90% de las Administraciones Públicas españolas han invertido en proyectos de digitalización en los últimos dos años1 y, en el ámbito de los servicios públicos digitales, España ocupa el cuarto puesto entre los países de la UE2, muy por encima de la media. A pesar de estos indicadores positivos, los estudios también apuntan otros aspectos que denotan que aún existe un amplio margen de mejora, como el ratio de adopción de portales web responsive de España respecto a Europa, o el hecho de que, por ejemplo, sólo una de cada dos Comunidades Autónomas disponga de una sede electrónica que cumpla con todos los requisitos3.
Actualmente todos estos datos e indicadores cobran más importancia que nunca. La Administración debe responder a las necesidades del conjunto de la sociedad en un momento especialmente vulnerable y el estado de digitalización de sus servicios y las fórmulas de trabajo de sus empleados públicos –espacios de trabajo, herramientas de colaboración, de intercambio de información, etc.- marcarán también la diferencia para lograrlo.
Por tanto, existe una pregunta obligada que hacerse en estos momentos ¿Cuáles serán los principales desafíos a nivel tecnológico a los que tendrán que hacer frente las Administraciones a corto y medio plazo? Tras más de 15 años trabajando de la mano del sector público, podemos identificar una serie de aspectos en los que estas organizaciones tendrán que poner foco para conseguir una digitalización exitosa:
En conclusion, si los organismos públicos desean transformarse en verdaderos “centros de Gobierno como Servicio” (GaaS) tendrán que adoptar nuevas tecnologías que les permitan superar estas barreras y ofrecer, además, servicios avanzados centrados en aspectos como: la autogestión, la agilidad de procesos y la personalización. Porque situaciones como las que estamos atravesando en la actualidad hacen consciente a toda la sociedad de que estamos ante una nueva era para la interacción con la Administración. Para enfrentarse a la coyuntura presente, como para estar preparado ante cualquier otra crisis que haya que afrontar en el futuro, las instituciones públicas deben adoptar una estrategia digital sólida y volcarse en las tecnologías que le permitan llevar a cabo los importantes retos que presenta la sociedad actual.
