El presupuesto que se invierte en I+D+i ha aumentado una centésima hasta alcanzar el 1,20% del PIB en 2017 tras seis años de caída, según datos de la “Encuesta sobre Innovación en las Empresas” elaborado por el INE. Sin embargo, son las empresas privadas las que realizan un mayor esfuerzo en materia de innovación y han aumentado su inversión un 7% respecto a 2016, y lo hacen por tercer año consecutivo. A pesar de ello, España sigue sin conseguir reducir la brecha existente con el resto de la Unión Europea.
Ayming, grupo internacional de consultoría en la mejora del rendimiento empresarial, ha analizado las principales cifras que se desprenden de la Encuesta elaborada por el INE. Y es que, a pesar de los avances, todavía hay una gran diferencia entre España y el resto de los países de la Unión Europea. Mientras que en nuestro país se ha logrado dedicar a este sector un 1,20% del PIB, nuestros homólogos europeos destinan de media casi el doble, un 2,06%, a pesar de que la meta establecida para España por la Comisión Europea es aumentar el gasto hasta el 3% del PIB.
Itziar Lora, Consultora de Innovación de Ayming recuerda que “la I+D privada es procíclica, es decir, aumenta en periodos de crecimiento económico y se contrae en las crisis por lo que si se confirman las perspectivas de desaceleración podríamos enfrentarnos a un retroceso que alteraría la fuerte estabilidad que muestra el sistema de financiación de la I+D+i española. Tendríamos unas aportaciones parecidas a las de 2017 por parte del sector público y privado (43% y 49% respectivamente), y una participación del sector exterior próxima a la del año anterior, en torno al 8%”.
Empresas españolas: Bajo acceso a las ayudas públicas y utilización de sus propios recursos
El gasto en innovación tecnológica de las empresas españolas rozó los 15.000 millones de euros en 2017, con un incremento del 7% respecto al año anterior. Esta cantidad representó el 1,8% de la cifra de negocios de las empresas de 10 o más asalariados con gasto en innovación y tecnología. El 28,2% de las empresas españolas de más de 10 empleados fueron innovadoras en el periodo de 2015 a 2017, etapa que sufrió un leve descenso respecto al periodo anterior donde el gasto fue del 28,9%.
Desde Ayming aseguran que de los datos que se desprenden de la Encuesta realizado por el INE se deduce el patrón de comportamiento de las empresas españolas que “principalmente tienen un bajo acceso a las ayudas públicas y que, en segundo lugar, impulsan los procesos de innovación con recursos propios, es decir, si lo márgenes de beneficio operativo lo permiten”.
En lo referente a las ayudas públicas, las fuentes de recursos públicos para innovación que actualmente existen son de dos tipos: créditos a devolver y ayudas directas a fondo perdido. En este caso, las tasas de ejecución presupuestaria son cerca del 87% de lo presupuestado, pero se está registrando un descenso, siete puntos menos que hace diez años, lo que revela cierta falta de eficiencia corporativa en materia de captación de recursos.
En cuanto a la solicitud de créditos, el gasto realmente ejecutado en 2017 apenas supuso el 20% del presupuestado. “Esto nos llega a pensar que existe temor en las empresas a recurrir a financiación para innovar y la limitación a sus recursos propios”, reconocen desde Ayming, “lo que puede explicar que el 23,4% de empresas produjeron innovaciones no tecnológicas (organizativas y de comercialización), menos exigentes en capital, y solo el 13,3% fueron de carácter tecnológico (producto y proceso)”.
A la cola de la UE en número de empleados en puestos relacionados con la I+D
La situación en la Unión Europea es diferente, ya que el sector público, de media, financia un tercio del total de la inversión en I+D+i. Además, es en el ámbito privado donde esta diferencia se acentúa más, situándose por delante de España con 10 puntos de diferencia en el gasto.
El escaso número de trabajadores dedicados a puestos vinculados con la innovación y el desarrollo, sitúan a España en el segundo vagón de cola de la UE. A cierre de 2017, apenas un 0,95% de la población ocupada trabajaba en el sector I+D, frente al 1,27% de la media de la Unión Europea, donde países como Alemania, Francia o los nórdicos, superando el 1,5% de asalariados en este sector.
“Hay una evidente necesidad de revertir la situación con un aumento de los presupuestos públicos y con una estimulación de la inversión privada para buscar la convergencia con la Unión Europea. También hay que buscar una igualdad en el interior de España donde tres comunidades: Madrid, Cataluña y País Vasco, concentran el 70% de las empresas innovadoras” reconoce Itziar Lora de Ayming.
