La fiebre por la analítica de datos y la ciberseguridad han logrado que cloud baje del podio de la inversión tecnológica que realizará el sector público este 2019. Así lo afirma un estudio realizado por la consultora Gartner (Encuesta de Agenda de CIOs 2019) tras entrevistar a unos 3.102 directores de TI de 89 países de las principales industrias, entre los que se encuentran 528 CIO del sector público.
Las prioridades de inversión de los responsables de TI del sector público son analítica de datos y BI (43%), ciberseguridad (43%), soluciones y servicios cloud (39%), proyectos de transformación y mejoras de los sistemas core (33%), actualizaciones y desarrollo de software (26%), centro de datos e infraestructura (23%), machine learning e inteligencia artificial (22%), integración tecnológica (21%), experiencia de usuario (20%) y aplicaciones móviles (19%).
Desde Gartner apuntan que el hecho de que la ciberseguridad siga siendo un área en la que se prevé un fuerte aumento del gasto refleja el reconocimiento por parte del sector público de su papel como administrador de los datos públicos, ya que las transacciones seguras son ahora un reto para todos los gobiernos en un mundo digital. “En el mundo digital actual, los ciberataques son muy visibles, cada vez más maliciosos y costosos, y erosionan la confianza del público”, según Rick Howard, analista de Gartner. “A lo largo de los años, los directores de sistemas de información del sector público han aumentado constantemente su prioridad en materia de ciberseguridad y se han comprometido para garantizar que los ataques y amenazas maliciosos –en constante evolución– se mitiguen en la mayor medida posible”, añade.
Tecnologías disruptivas en el sector público
No obstante, si a los encuestados se les pregunta qué tecnologías están cambiando el terreno de juego en el sector público, el orden de prioridad varía algo: la inteligencia artificial y el machine learning encabezan la lista (con un 27%), seguida de la analítica de datos (22%), cloud (19%), internet de las cosas (7%), la movilidad (6%), el business intelligence (6%), la transformación digital (6%), blockchain (5%), la automatización (3%) y a tecnología CRM (2%).
El informe deja patente que los CIO de este segmento han entendido que “aprovechar los datos está en el corazón de la administración digital, es el activo central de todo lo que el Gobierno supervisa y proporciona”, en palabras de Howard. “La capacidad de aprovechar esos datos de forma estratégica en tiempo real mejorará significativamente la capacidad del sector público para prestar servicios sin problemas, a pesar del aumento en la presión sobre los recursos finitos”.
Un sector que precisa más madurez digital
Para el 18% de los directores de sistemas informáticos de todos los niveles de la administración encuestados, las iniciativas digitales son una prioridad. Esto indica que el sector público está haciendo progresos deliberados hacia el diseño y la prestación de servicios digitales, logrando una madurez comparable a la de otras industrias en general.
No obstante, a la luz del informe, la administración sigue retrasada respecto a otras industrias(33% en general) en la ampliación y el perfeccionamiento de las iniciativas digitales. La brecha es particularmente marcada en el mundo de Defensa e Inteligencia, donde sólo el 9% de los encuestados han escalado las iniciativas digitales.
“Para satisfacer la creciente demanda y las cambiantes expectativas de los ciudadanos en cuanto a servicios eficaces y eficientes se refiere, el sector público debe seguir mejorando su madurez digital”, apostilla Howard. “Los CIO de este entorno reconocen claramente el potencial de la administración digital y han comenzado a desarrollar nuevos servicios, pero ahora necesitan llevar lo digital de la fase de visión a la de ejecución a través del liderazgo digital”.
