Los proyectos se clasifican en cinco grandes temáticas que tienen que ver con el planeamiento, el espacio público, la regeneración de barrios, la movilidad sostenible y el medioambiente. Con estos nuevos mapas, se ofrece de manera totalmente abierta información de carácter geográfico de cada una de las 375 acciones que integran el plan. Los mapas están basados en la tecnología de Esri, líder en el desarrollo de Sistemas de Información Geográfica (GIS) y mapas inteligentes.
Madrid Recupera prioriza sus actuaciones sobre la ciudad existente, frente al crecimiento de nuevos barrios, poniendo en marcha un planeamiento estratégico basado en la participación ciudadana. Incide especialmente en las áreas más vulnerables de Madrid, definidas a partir de la aplicación de un sistema de indicadores urbanos de tipo socioeconómico, y que suponen un total de 120 ámbitos: las llamadas Áreas Preferentes de Impulso a la Regeneración Urbana (APIRU), que afectan a 1.250.000 habitantes, un 39% de la población municipal.
Todos los proyectos de regeneración de Madrid, en un único mapa
Desde un único visor de acceso público localizado en la página web del Plan Madrid Recupera (MAD-RE), se puede consultar todos los proyectos de regeneración de la ciudad. El plan de actuaciones propuesto surge de la intersección entre las estrategias de distrito elaboradas por las juntas municipales y las propuestas derivadas de la participación vecinal. Recoge 12 capas de información relativas a proyectos de remodelación de espacio público, actuaciones de movilidad como mejoras de conexión viaria o áreas de mejora peatonal y áreas de oportunidad, entre otros.
Story maps: mapas narrativos para divulgar proyectos de rehabilitación urbana
Asimismo, se han creado varios story maps, mapas narrativos multimedia de carácter divulgativo, que relatan toda la información para cada uno de los 15 distritos en los que se concentran las actuaciones: Tetuán, Fuencarral, Moncloa, Latina, Carabanchel, Usera, Puente de Vallecas, Moratalaz, Ciudad Lineal, Hortaleza, Villaverde, Villa de Vallecas, Vicálvaro, San Blas y Barajas.
Esta herramienta también se utiliza para explicar proyectos piloto de actuaciones en marcha como Reinventing Cities, un concurso internacional cuyo objetivo es el desarrollo de cuatro ámbitos: un mercado en Usera, dos solares de actividad económica en Villaverde y Vicálvaro y un solar y un edificio dentro del campus Sur de la politécnica en el distrito de Puente de Vallecas. Estos espacios han sido identificados por el plan Madrid Recupera como áreas de oportunidad para la ciudad, y el story map creado para la ocasión ha facilitado al Ayuntamiento de Madrid la divulgación de la información práctica para los concursantes, ayudando a dinamizar la participación y las alianzas entre todo los actores interesados, como inversores, promotores, emprendedores y arquitectos.
Los proyectos que se presentan dentro de esta iniciativa están enfocados a la eficiencia energética, el uso de energía renovable, el empleo de materiales sostenibles, la economía circular o la promoción de la movilidad verde. Con este tipo de proyectos el Ayuntamiento de Madrid busca promover un modelo urbano más equilibrado y sostenible donde los distritos de la periferia desarrollen su potencial para generar nuevos focos de actividad.
“El Plan Madrid Recupera busca el reequilibrio social y territorial para garantizar una mayor cohesión, un nuevo modelo de ciudad más sostenible y racional”, señala José Manuel Calvo, concejal del Área de Desarrollo Urbano del Ayuntamiento de Madrid. “Trabajando con otros, con miradas diferentes, es cuando se consigue avanzar”, añade Silvia Villacañas, directora general de Planificación Estratégica del Área de Gobierno de Desarrollo Urbano Sostenible del Ayuntamiento de Madrid.
Proyecto Micos: mapas para entornos educativos más habitables
Otro de los proyectos enmarcado dentro de la remodelación del espacio libre y que se ha difundido a través de un story map es el proyecto Micos, que propone intervenir en patios de colegios e inmediaciones para transformarlos en espacios más habitables. En este sentido, se están desarrollando tres programas piloto con el objetivo de asentar los criterios que han de regir la remodelación del conjunto de patios y entornos escolares de la ciudad de Madrid. Los proyectos pilotos son: el CEIP Daniel Vázquez Díaz (Moncloa – Aravaca), el CEIP Juan Sebastián Elcano (Usera) y el CEIP Ramón María del Valle Inclán (San Blas – Canillejas).
A través de estas herramientas divulgativas, el consistorio busca fomentar la planificación estratégica municipal y dinamizar la participación de los ciudadanos y de las propias áreas de gobierno que han de coordinarse sobre el territorio para poder implementar las actuaciones.
En palabras de Ángeles Villaescusa, directora general de Esri en España, “tenemos más información que nunca para tomar buenas decisiones y hacer de nuestras ciudades mejores lugares en los que vivir. En una sociedad abierta y colaborativa, compartir la información con la ciudadanía es una buena forma de tomar decisiones acertadas en materia de planificación urbana”.
