La Autoridad Bancaria Europea (ABE) ha publicado los primeros productos de su hoja de ruta FinTech.
ABE ha publicado un informe temático sobre el impacto de FinTech en los modelos de negocio de las instituciones de crédito incumbentes y otro sobre los riesgos prudenciales y las oportunidades para instituciones de FinTech. Ambos informes entran dentro del contexto más amplio del recientemente establecido EBA FinTech Knowledge Hub y tienen como objetivo concienciar a la comunidad supervisora y a la industria sobre posibles riesgos prudenciales y oportunidades de las actuales y potenciales aplicaciones FinTech y comprender las principales tendencias que podrían afectar el negocio de los incumbentes modelos y plantean posibles desafíos para su sostenibilidad.
Informe sobre el impacto de FinTech en los modelos de negocio de las instituciones de crédito incumbentes
Con base en las observaciones de la EBA, los titulares se clasifican en proactivos / candidatos, reactivos y pasivos en términos del nivel de adopción de tecnologías innovadoras y el compromiso general con FinTech. Los riesgos potenciales pueden surgir tanto para los titulares que no pueden reaccionar de manera adecuada y oportuna, como observadores pasivos restantes, sino también para candidatos agresivos que alteran sus modelos de negocios sin un objetivo estratégico claro en mente, respaldados por cambios administrativos, operativos y técnicos apropiados.
El informe establece cinco factores que podrían afectar significativamente los modelos de negocio de los incumbentes desde una perspectiva de sostenibilidad: estrategias de digitalización / innovación buscadas para mantenerse al día con el entorno cambiante, (desafíos derivados de los sistemas TIC heredados, capacidad operativa para implementar los cambios necesarios, preocupaciones sobre retener y atraer personal y (v) aumentar el riesgo de competencia de pares y otras entidades.
El informe coincide en que actualmente el tipo predominante de relación entre los titulares y FinTech es la asociación con las firmas FinTech, que se considera una situación de «ganar-ganar».
Informe sobre los riesgos prudenciales y las oportunidades que surgen para las instituciones de FinTech
El informe evalúa siete casos de uso, donde las nuevas tecnologías se aplican o se considera que se aplicarán a procesos, procedimientos y servicios financieros existentes. El objetivo del informe es proporcionar tanto a las autoridades competentes como a las instituciones orientación útil sobre tales aplicaciones. Se enfoca en aspectos micro-prudenciales, estableciendo posibles riesgos prudenciales y oportunidades que pueden surgir de cada caso de uso: autenticación biométrica utilizando reconocimiento de huellas digitales; uso de robo-advisors para asesoramiento de inversión; uso de big data y machine learning para la calificación crediticia; uso de tecnología de contabilidad distribuida y contratos inteligentes para la financiación del comercio; uso de tecnnología distribuida para agilizar los procesos del cliente como billetera móvil con comunicación a un punto cercano o subcontratación del sistema central de banca / pago a la nube pública; aún no se han observado implementaciones significativas de tecnologías sofisticadas por parte de las instituciones, posiblemente debido a problemas de seguridad y el filtrado de la exageración en torno a FinTech. Desde la perspectiva de los riesgos prudenciales, existe un cambio creciente hacia el riesgo operacional, que surge principalmente de la acentuación de los riesgos de las TIC a medida que las instituciones avanzan hacia soluciones más basadas en la tecnología.
Las dependencias con proveedores externos, el aumento de los riesgos legales y de cumplimiento, y el impacto negativo en el riesgo de conducta aumentan el riesgo operacional. Las ganancias potenciales de eficiencia y la experiencia mejorada del cliente son actualmente las oportunidades potenciales predominantes, mientras que el comportamiento cambiante del cliente es un factor importante que desencadena el interés de las instituciones hacia FinTech.
Base legal y próximos pasos
El Artículo 9 (2) del Reglamento de Fundación de la ABE ordena a la Autoridad monitorizar las actividades financieras nuevas y existentes. Esta obligación se extiende a todas las áreas de competencia de la ABE, incluso en el campo de las actividades de las entidades de crédito, conglomerados financieros, empresas de inversión, instituciones de pago e instituciones monetarias electrónicas.
La ABE continuará monitorizando los desarrollos en línea con el ritmo de empleo de nuevas tecnologías en servicios financieros y, cuando corresponda, realizará trabajo adicional para mejorar la consistencia de la supervisión y facilitar la coordinación de supervisión.
