Diego Rubio, director de la Oficina Nacional de Prospectiva y Estrategia, avanza la hoja de ruta que guiará a Europa durante la presidencia española del Consejo de la Unión Europea. He aquí las claves.
El pasado 1 de julio España ostentaba, por quinta vez en su historia, la presidencia del Consejo de la Unión Europea. Asumía el Gobierno la tarea con “decisión” y “ambición”, según palabras del socialista Pedro Sánchez, para hacer de la misma un “instrumento útil” que mejore la vida de los ciudadanos. Entonces, mensaje institucional mediante, el presidente del Gobierno reivindicaba “la Europa de las personas” haciendo propio el reto de “anticiparse al futuro”. “Vamos a impulsar la reindustrialización y la digitalización de Europa. Vamos a avanzar, de forma decidida, en esa transición ecológica. Vamos a hacer que la economía sea más próspera, pero también más justa. Y vamos a fortalecer la unidad europea con nuevas herramientas y también con nuevos acuerdos”, anticipaba. En este sentido, Diego Rubio, director de la Oficina Nacional de Prospectiva y Estrategia dependiente de la Presidencia del Gobierno, ha utilizado el 37º encuentro de Ametic como altavoz para comunicar las prioridades y objetivos de la presidencia española del Consejo de la Unión Europea. Así es como están avanzando.
El acceso a la presidencia del Consejo de la Unión Europea vino acompañado de una particular herencia, 300 expedientes de ediciones anteriores a debatir, relata Rubio. “Aunque idealmente los cubriríamos todos, lo cierto es que, como viene siendo habitual, optamos por definir las prioridades clave”. En total, aseguraba, son cuatro. En orden de relevancia, la primera prioridad consiste en la reindustrialización de Europa, acción que capitanea el equipo del director de la Oficina Nacional de Prospectiva y Estrategia. “La geopolítica mundial está cambiando y Europa debe adaptarse a dichos cambios. La apertura internacional, la globalización nos ha beneficiado muchísimo, más que a ningún otro continente, pero también nos ha llevado a depender de terceros países”, explicaba. En tiempos de crisis, proseguía citando la pandemia o la guerra de Ucrania, puede implicar “serios problemas”.
Sin embargo, abordar esta cuestión no es tarea fácil. “Sabemos que tenemos que resolver el problema, dependemos demasiado de terceros países para ciertos bienes y servicios, pero hacerlo no es tan sencillo como producir lo que solíamos comprar en el extranjero. Es inviable”. Por este motivo desde la presidencia española han optado por definir qué productos, bienes y servicios son estratégicos y cómo fomentar la producción interna. “Nos encontramos discutiendo con los Veintisiete sobre ello en este momento”, aseguraba.
A continuación, como segundo eje vertebrador, el impulso de la agenda verde y la transición energética. Mencionaba además el fomento de una economía más social, sin renunciar a la innovación y el desarrollo. “La idea es que la economía europea no solo siga creciendo, sino que encuentre también la manera de que la riqueza generada llegue a los ciudadanos, algo que no está ocurriendo”. Por último, en aras de la cooperación, fomentar la unidad europea. “Vamos a seguir trabajando para apoyar la ampliación de la Unión Europea y entrenarla de forma coordinada”.
La dependencia europea de terceros países es un hecho contrastado tras comprobar 5.000 productos con los que comercia el Viejo Continente. Averiguar cómo hacer frente a estas vulnerabilidades es imperante. En este sentido, la Oficina Nacional de Prospectiva y Estrategia pone el foco sobre varias ideas clave. “No es realista el hecho de contemplar que Europa pueda producir todo lo que actualmente se importa del extranjero, no solo es inviable, sino que no es competitivo ni sostenible a largo plazo”, detalla. “Nuestra sugerencia es que nos centremos en aquellos productos en los que ya tenemos una ventaja competitiva, o en los que, con algún apoyo específico, podemos adquirir y convertirnos en precursores en esos sectores o en esos productos a corto o medio plazo”. En este contexto, sin embargo, cabe preguntarse cómo se consigue eso. Y es precisamente aquí, en este punto, donde se desata el debate sobre las políticas industriales, la inversión…
Por otro lado, incidía, “debemos poner el foco en soluciones innovadoras”. Lo ejemplificaba con un caso conocido: la dependencia del gas ruso. “Como no podíamos seguir dependiendo del gas ruso, hemos empezado a importarlo desde otros países, principalmente desde Norteamérica, pero también de muchos países africanos que son tan inestables como Rusia”. Esto, insistía, “no es realmente una solución”. “Si no se quiere depender del gas extranjero, debemos encontrar una alternativa propia al mismo”. Por último, Rubio llamaba a la cooperación. “Dado que Europa no puede importar y producir todo lo que necesita, la única manera con la que podemos asegurar nuestra autonomía es mediante el refuerzo de los mercados mundiales protegiendo el comercio internacional”. En este sentido abogaba por lanzar una campaña para reforzar y expandir el comercio made in Europe, dejando huella en el extranjero. “Con datos demostramos que no solo es necesario, sino también alcanzable en los próximos años”.
Los dos grandes “problemas estructurales” latentes en este campo son “la financiación” y “las capacidades humanas”. En este último aspecto, comentaba Rubio, “es donde estamos más retrasados en España respecto a otros estados miembro”. Precisamente por este motivo insta a fomentar el talento humano, promover la educación y las capacidades digitales. Unas palabras en sintonía con las pronunciadas por Pedro Mier, presidente de Ametic, al reivindicar a la clase política un pacto de Estado por la Educación que vaya más allá de la acción de gobierno.
