Los expertos de Liferay predicen que los CIO del gobierno tendrán que enfrentarse a desafíos relacionados con la gestión de costes, la experiencia del usuario, la seguridad y la innovación.
Liferay ha profundizado en las seis tendencias tecnológicas clave en el ámbito de las Administraciones Públicas de cara a lo que queda de este año 2023.
Según datos del informe E-Government Survey 2022: The Future of Digital Government, determinar dónde enfocarse es esencial para los responsables con recursos limitados que buscan avanzar en el ámbito de las experiencias digitales y conseguir resultados en base a esos esfuerzos. “Las economías mundiales están experimentando momentos de incertidumbre por las crecientes perspectivas de recesión, lo que plantea desafíos impredecibles en lo que respecta al gasto público”, explica Carolina Moreno, vicepresidenta de Ventas para EMEA y directora general para el Sur de Europa de Liferay. “Los gobiernos van a tener como reto adoptar tecnologías eficientes que les permitan innovar mientras mantienen los presupuestos bajo control”.
Los expertos de Liferay, que ha apoyado a las entidades públicas en su camino hacia la digitalización durante más de 15 años, han identificado algunos de los principales retos a que se enfrentarán los CIOs en 2023:
La experiencia del usuario será un KPI crítico este año, también para la prestación de servicios públicos. Según McKinsey & Co., «al invertir en programas de CX, las agencias pueden abordar las prioridades que son importantes para los responsables tecnológicos de las AAPP». En este contexto, el sector público aún tiene que mejorar en términos de usabilidad y diseño web. A menudo, las webs de las AAPP no son atractivas y ofrecen una experiencia de usuario mejorable. Para atender a esta problemática, los equipos de TI tendrán que invertir en diseños centrados en el usuario y definir sistemas consistentes que funcionen en todos los canales.
Dada la amplia gama de servicios que deben ofrecer, las entidades públicas han de gestionar múltiples sistemas. Todo un esfuerzo para los funcionarios, que deben hacer un empeño adicional para navegar por estos silos de información. Para cerrar esta brecha entre las necesidades de los trabajadores públicos y la realidad tecnológica actual, las organizaciones públicas utilizan cada vez más plataformas de experiencia digital. Según datos de Gartner, el 43% de los gobiernos invertirán este año en tecnologías y APIs de integración.
Si bien se espera que el gasto mundial en TI crezca un 5.1% en 2023, lo más probable es que los presupuestos de las administraciones se ajusten debido a los efectos de la recesión global que se espera para este año. Para hacer frente a las restricciones presupuestarias, los CIO buscan formas de aprovechar los sistemas y las soluciones ya existentes. La adquisición de nuevas tecnologías estará sujeta a la aprobación presupuestaria, lo que llevará a los gobiernos a aplicar un TCO fijo que les ayude a trabajar con presupuestos ajustados.
Otra tendencia clave es la mejora de la experiencia de los empleados, proporcionándoles herramientas para optimizar la forma en que dan servicio a los ciudadanos. Por ejemplo:
Crear un mejor acceso a las soluciones digitales seguirá siendo un desafío este año, y la nube se está convirtiendo en una de las herramientas más poderosas para hacerlo. Según Gartner, el 62% de los gobiernos invertirá en plataformas en la nube en 2023. Las organizaciones utilizan cada vez más plataformas cloud para simplificar la infraestructura, reduciendo o eliminando la necesidad de mantener y administrar su propia infraestructura. Como ejemplo de este impacto, ya en 2021 una encuesta mostraba que el 70 % de los gobiernos destacan la nube como su entorno preferido para alojar datos de ciudadanos y operaciones.
Según Gartner, abordar los riesgos de seguridad es una prioridad principal para los CIOs del sector público en 2023. Es imperativo que las entidades públicas vean la ciberseguridad no como una barrera, sino como la creación de un sistema inmunitario activo capaz de abordar constantemente nuevas amenazas. Cada vez más, se impone la tendencia Secure by Design, que cumple con las mejores prácticas de la industria y utilizar herramientas avanzadas para detectar y mitigar rápidamente las vulnerabilidades.
Sin duda se está produciendo una evolución digital sostenida en el sector público, como señala Carolina Moreno, «después de analizar el viaje por el que han pasado nuestros clientes gubernamentales en todo el mundo, reconocemos su esfuerzo por mantenerse alineados con las expectativas de los ciudadanos. Ahora, las tecnologías flexibles, escalables y seguras representan la mejor oportunidad para mantener un ritmo sostenido realista de evolución digital».
