La madurez general de los servicios de salud digital en toda Europa es del 63%. Luxemburgo, Estonia y Malta lideran el grupo con puntuaciones superiores al 90%.
Capgemini ha lanzado el eGovernment Benchmark 2022, su informe anual que proporciona a la Comisión Europea información sobre el nivel de disponibilidad online de servicios de la administración pública en Europa, destacando por primera vez datos sobre los servicios relacionados con la salud. El estudio, liderado por Capgemini y realizado conjuntamente con su filial Sogeti y un consorcio de partners, IDC y el Politécnico de Milán, muestra que Malta, Estonia y Luxemburgo lideran la transformación de la administración digital en Europa, incluida la salud electrónica, con los servicios públicos online más centrados en el usuario, transparentes, con la tecnología necesaria y trasfronterizos orientados al usuario.
El estudio también destaca que el futuro éxito de la administración electrónica depende de la prestación de servicios inclusivos a diferentes usuarios para satisfacer las necesidades individuales de cada persona, incluidas las que tienen ciertas discapacidades o escasos conocimientos digitales.
El informe abarca los Estados miembros de la UE27, los países de la Asociación Europea de Libre Comercio, incluidos Islandia, Noruega y Suiza, así como los países candidatos a la UE: Albania, Montenegro, Macedonia del Norte, Serbia y Turquía. Al evaluar más de 14.000 páginas web, el estudio revela que más de ocho de cada diez servicios gubernamentales evaluados (81%) están ahora disponibles en internet.
Si bien la Comisión Europea reconoce la importancia de la sanidad electrónica en la transformación digital de los gobiernos, según Digital Compass1, las valoraciones en el ámbito de la sanidad electrónica del informe son mediocres.
Solo tres países tienen puntuaciones de madurez de la sanidad electrónica superior al 90%: Luxemburgo (97%), Estonia (93%) y Malta (91%). Los ciudadanos de estos tres países están adecuadamente respaldados por los servicios digitales relacionados con la salud. Entre los países encuestados, ocho tienen una puntuación de madurez inferior al 50%, lo que significa que los ciudadanos de estos países todavía tienen que recurrir a medios no digitales.
Aunque el acceso de los ciudadanos a la información online se ha facilitado en la mayoría de los países europeos (77%), los principales procesos dentro de los hospitales, como la programación de citas y las consultas electrónicas, aún están poco desarrollados. Esto también aplica a los ciudadanos no nacionales, que solo pueden utilizar tres de cada diez servicios online (34%), aludiendo a la falta de información en inglés en las páginas web de los hospitales como la mayor barrera.
Marc Reinhardt, Responsable de Sector Público y Salud de Capgemini, comenta: “La madurez digital de los servicios públicos avanza año tras año, y la pandemia de COVID-19 ha demostrado por qué es crucial. Vimos que las buenas capacidades digitales en el espacio sanitario permitieron a los países afrontar mejor la pandemia, ayudando a organizar campañas de vacunación y descentralizando los tratamientos durante los cierres. El informe de referencia sobre la administración electrónica de este año identifica la sanidad electrónica como un área de mejora en lo que respecta a la accesibilidad y la experiencia del usuario en todos los ámbitos».
Europa se está esforzando por hacer de los gobiernos digitales un lugar para todos los usuarios. Sin embargo, los servicios online no están al mismo nivel de madurez, según el informe, cuando se comparan los usuarios ciudadanos (77%) frente a las empresas (91%), los nacionales (81%) frente a los transfronterizos (46%) y las personas con capacidades diferentes (sólo el 16% de las páginas web del sector público cumplen ciertos criterios de accesibilidad en la web). Además, se necesitan redes gubernamentales bien organizadas para atender a los usuarios a lo largo de todo su recorrido por la red.
Según el informe, los países europeos dan prioridad a la experiencia del usuario: el 87% de las webs de las administraciones públicas tienen una función de feedback, y el 92% presentan la información de forma optimizada para dispositivos móviles. También están disponibles varios componentes digitales, ya que dos tercios de todos los servicios permiten a los usuarios identificarse online con un programa de identificación electrónica oficial (eID); previamente, los gobiernos completan el 67% de los formularios de solicitud online con información que se les ha proporcionado con anterioridad.
El informe concluye que, aunque los países siguen proporcionando cada vez más identificaciones electrónicas y utilizan fuentes fidedignas para completar previamente con la información personal, esto no es la pauta general. Aunque el uso del DNIe va en aumento, actualmente menos de la mitad (46%) de los servicios permiten un inicio de sesión único.
La implantación de soluciones interoperables en múltiples entidades y niveles gubernamentales creará una experiencia de administración electrónica más coherente para los distintos usuarios y proveedores de servicios de los países europeos, cita el informe.
