A pesar de que los servicios burocráticos digitales siguen estando diseñados desde la perspectiva de la Administración y no desde las demandas de los usuarios, en los próximos años asistiremos al surgimiento de una nueva Administración con servicios fáciles de usar, inteligentes, diseñados desde el punto de vista de los ciudadanos y con una gestión anticipativa de las necesidades.
Aprender algo de modo práctico siempre resulta más sencillo que hacerlo de modo teórico, razón por la que nunca termina siendo fácil aprender en cabeza ajena. Descartes decía que la verdad se conoce gracias a la evidencia, por aquello que se nos presenta de modo tan claro y distinto sobre el resto que, sobre su certeza, no cabe la menor duda.
Que en la actualidad es mucho más sencillo realizar operaciones bancarias, comprar cualquier artículo o elegir la ruta con menos tráfico que inscribirse en un registro oficial, presentar una licitación pública o conseguir un certificado digital es una verdad evidente. Cierto que la pandemia ha acelerado la digitalización de muchos servicios públicos pero, pese a que cada vez es más común realizar trámites de forma telemática, es imposible realizar en un año el trabajo de una década y todavía queda mucho trabajo por hacer para alcanzar los horizontes de eficiencia que el ciudadano medio demanda por simple comparación.
Tras más de dos décadas trabajando para Gobiernos y Administraciones Públicas he conocido a servidores públicos con el mayor grado de implicación y profesionalidad imaginable que hacen absurdos los tópicos sobre la Función Pública. He visto desplegar sistemas de gestión económica, logísticos y de recursos humanos. He podido ver como la Agencia Tributaria, la TGSS o el Sistema de Gestión de Cuentas de Consignación se conformaban en referentes tecnológicos internacionales. He asistido y participado en la modernización de la gestión sanitaria y más próximamente de la socio-sanitaria. Y, últimamente, veo los, aún tímidos esfuerzos en trasparencia, participación ciudadana o en movilidad. Que el avance ha sido enorme es innegable. Sería injusto abordar el tema desde esa perspectiva, tan nuestra, cainita y plena de victimismo. Mucho queda por hacer, pero mucho se ha hecho ya y justo es reconocerlo.
Pero (y este es el motivo de estas líneas) lo que me sorprende es que en determinados aspectos, nada parece cambiar: Seguimos pensando que la tecnología tiene la capacidad de cambiar los modos de trabajo por sí misma y vuelve a ser una verdad evidente que si no cambiamos los modos en cómo se relacionan las personas no solo no conseguimos los resultados buscados, sino que enrocamos los problemas estructurales.
Aún se opina privadamente que hay más seguridad en el papel que en la trazabilidad digital y en un correcto encriptado. Se demandan niveles de seguridad, dignos de un servicio de inteligencia, para información claramente irrelevante y, sigue costando un mundo situar al ciudadano en el centro del servicio entendiendo que es la razón primera y última de todo lo que se hace. De hecho no hay ninguna más.
Y esta es la piedra clave: los servicios burocráticos digitales siguen estando diseñados desde la perspectiva de la Administración y no desde las demandas de los usuarios. Mientras tanto nuestro país continúa perdiendo competitividad y el peso de las regulaciones públicas es un elemento determinante.
La primera medida que se debe adoptar es hablar a los usuarios, a los ciudadanos, en su mismo lenguaje, simplificar la interacción hasta el máximo de lo razonable, facilitar el acceso a través del canal que les resulte más conveniente y dotar de inteligencia a las operaciones.
Tradicionalmente se ha criticado la alta fragmentación que existe en la gestión pública, algo que tiene su repercusión a la hora de prestar servicios personalizados. La crítica es lamentablemente cierta. La Administración ofrece la atención de forma aislada, en innumerables silos y en el propio y particular lenguaje de cada organización, mientras que muchos de los problemas de los usuarios exigen de su necesaria actuación coordinada.
Pero soy optimista, por convicción, pero también por experiencia. Estoy seguro de que en los próximos años asistiremos al surgimiento de una nueva Administración con servicios fáciles de usar, inteligentes, diseñados desde el punto de vista de los ciudadanos y con la gestión del dato en el centro para anticiparse a las necesidades. La clave para alcanzar ese futuro prometedor pasa inevitablemente por usar tecnologías que automatizarán las tareas y liberará a los empleados públicos de labores rutinarias. La buena noticia es que están disponibles desde hace tiempo y es, por tanto, preciso abrazar las nuevas arquitecturas informáticas y abandonar los sistemas diseñados en los años noventa sobre tecnologías propietarias fomentando el puesto de trabajo digital y las herramientas de colaboración.
