Carme Artigas, secretaria de Estado de Digitalización e Inteligencia Artificial, resaltó el papel de la nube en la era de la economía del dato y para la transformación digital de España en un encuentro organizado por Adigital en el que la patronal tecnológica demandó al Gobierno “un marco de gobernanza abierto, competitivo y garantista” que favorezca la creación de un ecosistema ‘cloud’ fuerte en el país.
En un encuentro virtual sobre la situación de cloud en España organizado por Adigital, asociación que aglutina a los principales jugadores de la economía digital del país, Carina Szpilka, presidenta de la organización, reclamó al Gobierno un “marco de gobernanza abierto, competitivo y garantista, que sea capaz de aglutinar las capacidades tecnológicas más punteras y aprovechar su tracción para impulsar la innovación local”. Un marco que fomente la creación de un ecosistema fuerte de nube, que España aún está lejos de poseer.
Szpilka señaló que aunque el uso del modelo tecnológico cloud está en alza, “España sigue sin aprovechar el potencial de esta tecnología transformadora; un habilitador de otras como big data, internet de las cosas o la inteligencia artificial, pero que también aporta valor en sí misma porque hace posible, por primera vez en la historia, que cualquier empresa de cualquier tamaño pueda acceder al mismo catálogo de TI que las grandes corporaciones”.
La portavoz de Adigital recordó que apenas el 33% de las organizaciones públicas españolas han implantado cloud (según los últimos datos al respecto, de 2012), y que solo un 28% de las empresas del país con acceso a internet usan los servicios en la nube (según datos del INE de 2019). Añadió, además, que según datos de 2020 de Eurostat, España aún está por debajo de la media europea de adopción del cloud, una media que se sitúa en el 36%. Aunque la adopción de esta tecnología en nuestro país asciende al 26%, al mismo nivel de Francia (27%), está por detrás de Alemania (33%) e Italia (59%). “España aún está lejos de contar con un ecosistema cloud robusto, en el que la nube sea vista como una prioridad estratégica en el sector público y en el privado”, señaló, asegurando que el país debe redoblar sus esfuerzos para mejorar los servicios en la nube.
Artigas, por su parte, defendió que “el dato y cloud son pilares esenciales para la transformación de España”. Aseguró que Europa en general y España en particular están en una “transformación digital sin precedentes que permitirá a la economía transitar a un modelo más resiliente y sostenible”, un modelo basado en la economía del dato. Un dato que “es el principal activo empresarial y de conocimiento de nuestro siglo en torno al que Europa tiene una gran oportunidad para generar nuevos servicios de valor añadido”.
Artigas es consciente de que estos servicios basados en datos y sustentados sobre tecnologías como la inteligencia artificial solo podrán ofrecerse gracias al uso de modelos que permitan una capacidad de computación masiva como cloud, la supercomputación y la informática cuántica. “Si queremos que España tenga liderazgo en IA debe tenerlo también en cloud”, sentenció.
La secretaria de Estado apuntó la utilidad que la adopción de cloud puede tener especialmente para sectores claves para el país como el turismo, la salud, la movilidad y la alimentación y aseguró que la “buena noticia” es que España ya tiene una hoja de ruta para avanzar en transformación digital (la Agenda España Digital 2025) y un cuantioso montante para materializar este objetivo, que vendrá, fundamentalmente, de los Fondos Europeos de Recuperación y Resiliencia. “España es el país que mayor porcentaje de estos fondos [el 33% de los 72.000 millones que Europa entrega a fondo perdido] va a utilizar en digitalización”.
Desde Adigital también ven el Plan de Recuperación, Transformación y Resiliencia España Puede y el Plan España Digital 2025 como una “oportunidad inmejorable”, según Szpilka. El primero, recordó la portavoz, reconoce los sistemas en la nube como área clave para la autonomía estratégica en el marco general del desarrollo tecnológico. El segundo anuncia por primera vez una estrategia cloud para la Administración General del Estado, que priorice el aprovisionamiento de servicios basados en las tecnologías de nube garantizando en todo momento la seguridad y la privacidad de los datos.
No obstante, desde la patronal creen que urge redoblar los esfuerzos en promover un cambio cultural en las empresas y administraciones y fomentar la formación en cloud y las oportunidades que genera y, sobre todo, eliminar las barreras que impiden el desarrollo de la nube a nivel regulatorio. “Un ejemplo es la Ley de Contratos del Sector Público, que plantea dificultades a la hora de que las administraciones puedan acceder a servicios cloud; o los fondos limitados que tienen algunas administraciones públicas (sobre todo a nivel autonómico y local) de cara a modernizar sus infraestructuras y servicios de IT”, añadió.
En Adigital también defienden que la contratación de servicios cloud pase de ser considerada un gasto a una inversión de forma que las empresas puedan beneficiarse de los incentivos a la I+D+i cuando invierten en esta tecnología, y que se flexibilicen los modelos contractuales que contemplan el pago por consumo.
Zaida Sampedro, subdirectora general de servicios a Consejerías y Administración Digital en Madrid Digital, la agencia para transformación digital de la Comunidad de Madrid, desveló en el encuentro que su equipo está preparando un acuerdo marco para cloud. “Se trata de una iniciativa que persigue facilitar la contratación de servicios cloud que lanzaremos en marzo o abril”.
Sampedro reconoció que aunque, especialmente en la Administración, “sigue habiendo temor y desconfianza hacia cloud por temas de ciberseguridad, poco a poco las organizaciones van siendo conscientes de que el modelo de nube no es incompatible con la ciberseguridad”. Es más, añadió que “cloud también es muy útil para la propia gestión de la ciberseguridad”.
Además, según la portavoz de la Comunidad de Madrid, “cloud puede ayudar mucho a que las Administraciones Públicas brinden sus servicios; servicios que hacen uso de datos masivos” y cuya gestión puede facilitar este modelo.
