La transformación digital es una de las principales líneas de trabajo en la respuesta extraordinaria que España ha puesto en marcha para impulsar la recuperación económica tras la pandemia del Covid-19. Ya lo ha dicho la presidenta de la Comisión Europea, Ursula von der Leyen, “la digitalización es la modernización que necesitamos si queremos salir más fuertes de la crisis”. Es por ello que el gobierno español ha preparado un plan digital. Este se apoya en el Fondo de Recuperación Europeo, a través de sus dos instrumentos, el plan ‘React-EU’ y la ‘Facilidad para la Recuperación y la Resiliencia’. En los próximos tres años, se utilizarán el 50% de los recursos con los que cuenta España gracias al instrumento ‘Next Generation EU’, de los cuales el 33% serán destinados a la digitalización. Como lo ha expresado la vicepresidenta primera del Gobierno, Carmen Calvo, se trata de “una oportunidad que España no puede perder”.
A diferencia de otros países comunitarios, España corre con cierta ventaja en la carrera por la digitalización. En los últimos meses, los cambios provocados por la pandemia han dejado al descubierto los beneficios de haber adoptado una estrategia digital a tiempo y haber priorizado las inversiones en esta área. Esto ha quedado reflejado principalmente en la capacidad de las empresas españolas de telecomunicaciones de garantizar la conectividad y el funcionamiento de las redes en momentos críticos. El sector ha posibilitado la telemedicina, el teletrabajo, la educación ‘online’ y más. Todo esto gracias a la calidad de las infraestructuras digitales y a la evolución de España en materia de competitividad digital que también ha quedado plasmada en el último informe DESI “Índice de Economía y Sociedad Digitales”.
El DESI mide el rendimiento y la evolución de los estados miembros de la UE en materia de digitalización. España ocupa la undécima posición en el índice 2020, aunque el detalle más relevante es que España es la cuarta economía de la UE que ha registrado los avances más importantes en el ámbito digital en los últimos cinco años. Un dato no menor, si además se tiene en cuenta que el país se posiciona por delante de algunas de las grandes economías europeas como Alemania, Francia e Italia.
Al igual que Chipre, Grecia y Bulgaria, Italia se encuentra entre los países que deben reforzar sus planes de digitalización para llegar a los niveles que busca alcanzar la UE en conjunto con el objetivo de convertirse en un actor relevante en el escenario global. Tal como ha quedado demostrado en el DESI 2020, no todos los Estados miembros avanzan a igual velocidad. Mientras Finlandia, Suecia, Dinamarca y los Países Bajos se destacan por su liderazgo mundial en digitalización, otros países están detrás en esta carrera.
Por ejemplo, en comparación con la media de la UE, Italia registra niveles muy bajos de conocimientos digitales básicos y avanzados. Algo que podría cambiar en los próximos años, si Italia hace un buen uso de los fondos europeos. Sobre todo, considerando que será el país que recibirá la mayor asignación. Una oportunidad que el gobierno italiano no puede dejar pasar si quiere situarse a la vanguardia de la digitalización y así contribuir al progreso europeo.
A diferencia de Italia, España ya reúne varios puntos a favor en el campo de la digitalización. Por ejemplo, en materia de servicios públicos digitales. Esto gracias a la aplicación de una estrategia digital global en toda su administración central. Si de conectividad hablamos, España también alcanza buenos resultados. Lo mismo en el apartado de integración de tecnologías digitales. Aunque esto no significa que España pueda dar por ganada la carrera, ya que aún quedan ámbitos por reforzar. Por ejemplo, en lo que respecta al aprovechamiento por parte de las pymes del potencial del comercio electrónico.
Otro punto en el que se debe enfocar España, al igual que el resto de los países europeos, es en el desarrollo de la tecnología 5G. España bajó cuatro puestos en el indicador del DESI de preparación para la tecnología 5G, por no haber asignado ningún espectro adicional en las bandas del 5G. Aunque, según las declaraciones de Nadia Calviño, esto no será un problema ya que aproximadamente 4.000 millones de los fondos de recuperación se destinarán a mejorar la conectividad digital, la ciberseguridad y el despliegue de la red 5G.
Parte del fondo, según explicó Calviño, será destinado al impulso de las competencias digitales. Mientras que aproximadamente 2.600 millones serán invertidos en la digitalización de las administraciones públicas. Además, se reservarán 2.200 millones para el desarrollo de seis macroproyectos. También se utilizarán recursos para promover el crecimiento de pymes y startups e impulsar el uso de datos e inteligencia artificial.
España se encuentra en un buen punto de partida, pero necesita utilizar su posición para impulsar nuevas mejoras en áreas como conectividad digital, disminución de la brecha digital entre las zonas urbanas y rurales, desarrollo de la tecnología 5G, formación en competencias digitales. Estos son algunos de los objetivos que le permitirán a España reforzar su rol como pionera en Europa en digitalización. Esto sin perder de vista que todos los avances que alcance el país, contribuirán a su vez a un objetivo aún mayor que es el liderazgo europeo en digitalización. Un rol que la UE debe asumir, no solo para hacerle frente a los desafíos actuales, sino también para plantarse en el escenario global como una potencia en el ámbito digital.
