El Consejo Nacional de Ciberseguridad ha seleccionado al INCIBE como punto de unión entre España y Bruselas para la puesta en marcha de proyectos transfronterizos y acciones conjuntas financiadas a través de la UE.
El Consejo Nacional de Ciberseguridad ha designado al Instituto Nacional de Ciberseguridad (INCIBE) como Centro de Coordinación Nacional en la materia. Así, la entidad dependiente del Ministerio de Asuntos Económicos y Transformación Digital pasará a constituir uno de los veintisiete centros de coordinación del Centro Europeo de Competencia en Ciberseguridad. Como parte de este nuevo rol, INCIBE deberá cooperar con la industria, el sector público, la comunidad académica de investigación y los ciudadanos del resto de países de la Unión Europea (UE). Su misión también incluye la puesta en marcha de proyectos transfronterizos y acciones conjuntas financiadas a través de la UE, que se integren en el tejido productivo nacional mediante diversos instrumentos. De esta forma, los centros pueden prestar apoyo técnico y económico, en especial a las pymes, facilitar el acceso a los conocimientos y a la financiación y las conexiones con mercados potenciales.
Esta denominación permitirá al INCIBE optar a una de las nuevas líneas de ayuda orientada a fomentar una comunidad de competencia en materia de ciberseguridad. La duración de la misma será de dos años con una financiación del 50% de los costes del proyecto y una contribución máxima de dos millones de euros, tanto para el desarrollo y funcionamiento del centro nacional de coordinación como para el apoyo financiero a terceros para reforzar la adopción y difusión de soluciones de ciberseguridad de vanguardia.
Y es que siguiendo esta misma estela, cabe mencionar que los centros de coordinación nacionales tienen la misión de crear una comunidad público-privada de competencias a escala nacional. Esta debe aglutinar el conocimiento existente en la materia y ayudar a perfilar las prioridades nacionales de investigación y de desarrollo de capacidades atendiendo la casuística, peculiaridades y nivel de madurez de cada país.
El Centro Europeo de Competencia en Ciberseguridad (ECCC) es una iniciativa que se enmarca dentro de las políticas europeas en ciberseguridad y que tiene como objetivo aumentar las capacidades y la competitividad del territorio a través de una red de centros nacionales de coordinación, uno por cada Estado miembro. El ECCC tiene potestad para actuar en toda la cadena de valor, desde la investigación, innovación y despliegue hasta la adopción de tecnologías clave. Además, deberá evitar la fragmentación y agrupar el conocimiento de entidades e individuos en una comunidad de competencias en ciberseguridad a nivel europeo.
Este centro estará ubicado en la ciudad de Bucarest, Rumanía, y su cometido será el de promover la cooperación y la coordinación entre los centros nacionales, agrupar la identificación de prioridades en materia de investigación y gestionar los fondos de ciberseguridad en el marco financiero 2021-2027, principalmente a través de los programas Horizonte Europa y Europa Digital.
El Programa Europa Digital se corresponde con un nuevo programa de financiación de Bruselas centrado en acercar la tecnología digital a las empresas, los ciudadanos y las administraciones públicas. La iniciativa proporcionará financiación estratégica, apoyando proyectos en cinco áreas clave: supercomputación, inteligencia artificial, ciberseguridad, habilidades digitales avanzadas y asegurando un amplio uso de tecnologías digitales en la economía y la sociedad. En este contexto, tiene como objetivo acelerar la recuperación económica y dar forma a la transformación digital de la sociedad y la economía europeas.
