La tecnología es una tendencia que avanza a una velocidad abismal y que constantemente ha demostrado traer consigo, nuevas herramientas de comunicación que nos facilitan el contacto. Y por ello, vemos como cada día son más los sectores que apuestan por la inteligencia artificial para mejorar su eficiencia y comunicación.
En este sentido, surge la duda de si en el sector público se recomienda la utilización de dichas máquinas. ¿Cuál ha sido el papel de la inteligencia artificial en el sector público, durante la pandemia? ¿Qué funcionalidades y beneficios ha aportado?
Con el inicio de la pandemia, la IA fue empleada en el uso de sistemas conversacionales o chatbots, que fueron capaces de informar a los ciudadanos sobre las recomendaciones y restricciones que se iban aplicando en los diferentes gobiernos locales y autonómicos. De esta forma homogénea y centralizada en un único punto, cualquier usuario tiene acceso a la información de última hora sobre dudas de horarios, grupos de gente, normativas vigentes, etc.
Otro de los usos más comunes que se ha dado de la IA ha sido automatizar la gestión de citas previas, tanto en centros sanitarios como en los diferentes organismos públicos, que han servido como apoyo en la ocupación y planificación de hospitales y UCIs.
Gracias a estos sistemas conversacionales como los chatbots, el ciudadano puede contactar con servicios de información telemáticos de las diversas AAPP para la consulta de dudas y la tramitación de citas. De esta forma los canales habituales de contacto con las AAPP como por ejemplo el teléfono, ventanilla física o el email; se han podido descongestionar y han añadido un punto de mejora como el de la disponibilidad 24 horas, así como la capacidad de gestionar picos de alta concurrencia. Es decir, la posibilidad de atender y manejar conversaciones con miles de usuarios de forma simultánea y la capacidad multilenguaje; puesto que los chatbots pueden hablar varios idiomas y no necesitan descansar por la noche ni los fines de semana.
En la actualidad, está demostrado que los chatbots son capaces de cumplir funciones nuevas o misiones de una forma más rápida que cualquier otra aplicación informática convencional. Lanzar una funcionalidad nueva, un trámite o un bloque de preguntas y respuestas (FAQs) se realiza en cuestión de minutos. En cambio, reproducir estas funcionalidades con apps o servidores web es más lento debido a los plazos requeridos para el desarrollo, aprobación, test y puesta en producción.
Sin embargo, el sistema de un chatbot está preparado de forma que con una sencilla configuración podamos agregar conocimiento y funcionalidades nuevas, y que esté disponible de forma muy rápida. Esto permite lidiar con la actualización constante de píldoras informativas y cambios que sufren las normativas y recomendaciones relativas a la Covid. Otra de las ventajas que ofrece es poder centralizar la información en un único punto, ya que permite simplificar la gestión y seguridad de la misma. También tienen la capacidad de ser homogéneos a la hora de dar la información al ciudadano desde un punto de vista formal, normalizado y coherente; esto es, nos aseguramos que el chatbot contestará de la misma forma a todos los ciudadanos y que lo hará sin faltas de ortografía.
Pero esto no es todo, también se ha hecho uso de la IA en las apps de los dispositivos móviles que permiten rastrear los contagios, y en los sistemas de detección de temperatura en zonas de paso y concurrencia, entre otros.
Para concluir, un ejemplo de éxitode implantación de chatbot durante la crisis sanitaria es el correspondiente a la web de la Generalitat de Catalunya, la cual creó un asistente virtual sobre temas Covid-19 en tiempo récord. Disponible en catalán y en castellano.
El sistema que dispone de una interfaz de usuario enfocado a la pregunta-respuesta en forma de caja de búsqueda, no sólo procesa consultas mediante palabras clave, sino que permite resolver preguntas en lenguaje natural. Es decir, el ciudadano puede expresarse con sus propias palabras y es la máquina la que hace el esfuerzo por comprender a la persona y no a la inversa. Este sistema automático es capaz de calcular millones de iteraciones diferentes o variantes de cómo hacer la misma pregunta pero con diferentes palabras y estructuras gramaticales.
Una vez seleccionadas las fuentes de información y las preguntas frecuentes sobre las que el Asistente Virtual tiene que dar respuesta, el proceso de creación fue tan sencillo como hacer una carga masiva de esas FAQs y ponerlo a funcionar. Esto se debe principalmente a las funcionalidades preconfiguradas con las que cuenta la herramienta empleada.
